At present,the water pollution control in the Yangtze River Basin is implemented by the traditional administrative divisions and multi-sectoral supervision of water pollution prevention and control system.This system breaks the integrity of the basin ecosystem and presents the phenomenon of individual management and fragmentation protection in Yangtze River.The water environment management system operated by bureaucracy will face difficulties in the face of water pollution problems in transboundary river basins.It is difficult to form coordination and cooperation between different regional governments and departments based on interest games.It is difficult to fairly determine the responsibility for transboundary water pollution.For the Yangtze River Basin,the root cause of the water pollution control dilemma lies in the non-cooperation of inter-provincial environmental governance under the existing river basin management system.It is precisely because of non-cooperation that the tragedy of the commons has occurred.This article has a total of five parts.The first part is the introduction,which mainly expounds the background,research significance,research methods and innovation points of the writing.The second part introduces the core concepts and theoretical basis of water pollution control in the basin,including the overall governance theory,collective action theory and inter-governmental management theory.It can provide ideas for analyzing the causes of the Yangtze River Basin governance problems and suggesting relevant suggestions.The third part is based on the current severe water pollution in the Yangtze River,referring to the problems faced by the government in the water pollution control of the Yangtze River Basin at the emergence stage.The fourth part analyzes the causes of water pollution control in the Yangtze River Basin from five aspects.The traditional concept of attaching importance to development and ignoring environmental protection has not changed,the water environmental protection legal system is not perfect,the river basin water environment management system is single,the regional intergovernmental cooperation mechanism is imperfect,and the external supervision mechanism is not perfect.The fifth part,on the basis of the previous analysis,provides relevant suggestions for improving the inter-governmental governance system of water pollution in the Yangtze River Basin.All in all,this paper studies the current situation of water pollution control in the Yangtze River Basin as an entry point,analyzes the causes of the current situation of water pollution control in the Yangtze River Basin,and then proposes to improve the legal system for inter-governmental governance of the Yangtze River water pollution.That is,with the government as the leading factor,it is necessary to implement the river basin legislative innovation and the river basin management system innovation in vertical management,and to improve relevant cooperation systems in horizontal governance.At the same time,the judicial and public supervision should be strengthened,social funds should be involved in governance,thus forming a system of water pollution governance system in the Yangtze River Basin with the participation of social pluralists.Therefore,it is possible to change the situation that it is difficult for regional governments to form an institutionalized cooperative governance mechanism due to lack of legal norms and guidance,so as to break the administrative barriers and improve the efficiency of government governance from the root causes,thus curbing the water pollution in the Yangtze River Basin and promoting the coordinated development of ecological civilization construction in the Yangtze River Economic Belt.
