The Research Of Government Coordination In The Governance Of Trans-basin Water Pollution

With the continuous advancement of modernization,people’s need for "better life" is more urgent,and more attention is paid to the environmental pollution problems such as water and atmosphere.In recent years,the problem of across-the-river-basin water pollution has appeared frequently.Under the political logic of the economy,the government has been coordinating the internal obstacles to deal with the water pollution,which results in the failure of the government.In addition,the frequent occurrence of pollution incidents has caused the transformation of the government’s responsibility system,which has caused social disorder.Combined with the enterprises whose purpose is profit only and care nothing about sewage disposal.So far,both of the governance of the across-the-river-basin water pollution problem and the government coordination problem are imperative,and therefore has become the focus of research in this paper.This paper takes the government coordination as the breakthrough point in the governance of trans-basin water pollution,and selects the "Wujiang-Xiuzhou joint water treatment case" as the research case to explore the problems,influences and causes.Research suggests that the root of the inter-basin water pollution dilemma lies in the coordination between the main body of the relationship which is not clear in the division of power and responsibility.By analogy with the successful cases of the coordination of foreign governments,it is concluded that present stage of governance of inter-basin water pollution in our country must form a grid system,whose core is the close-responsibility-system.This system is represented by the river chief system,and focuses on the practice of strict authority and responsibility.Then,in accordance with these,this paper tries to build a grid of pollution governance system.Through the forward thinking,transfer of the relevant departments,the elaboration of the rights and responsibilities,the investigation of the process,and the multi-faceted evaluation,we will improve the management of the water pollution problem across the river basin.
