All along,China's high use of coal and petroleum resources has led to high emissions of sulfur dioxide.As the primary industry for coal consumption,the sulfur dioxide emissions of the thermal power industry should not be underestimated.In order to achieve the goal of reducing sulfur dioxide emissions,enterprises have reduced sulfur dioxide emissions from the source by improving clean combustion and desulfurization technologies,the academic community has started from economic management to study the sulfur dioxide emissions trading to protect the atmospheric environment.Therefore,the initial allocation of emission rights which is the premise and basis for the implementation of transactions in the market,has become a key issue for research.In order to study how to reduce the sulfur dioxide emissions in the thermal power industry through reasonable initial allocation,based on the relevant definitions of emission rights and the related research on the initial distribution of emission rights at home and abroad,this paper analyzes the factors affecting the initial allocation of emission rights from four aspects: economic development factors,environmental pollution,scientific and technological factors and social contribution,and finally selected 11 indicators to establish an initial allocation index system for sulfur dioxide emission rights in thermal power industry.In addition,comparing the six commonly used initial allocation methods,it is considered that the comprehensive use of AHP and information entropy can fully reflect the difference between factors and factors.At the same time,considering the fit of the grey prediction and the total allocation of short-term forecasting in this paper,it is selected to predict the amount.Based on the above,the initial allocation plan of sulfur dioxide emission rights in thermal power industry was made,and took Dalian City as an example for empirical research.The research results show that the key factors affecting the initial allocation of sulfur dioxide emission rights in thermal power industry are the power generation,sulfur dioxide emissions and the number of scientific research projects of enterprises.The specific scheme for the initial allocation of sulfur dioxide emission rights in Dalian thermal power industry is that emission rights obtained by enterprises 1 and 6 are the most,enterprises 2,3,and 5 are less,and enterprises 4,7,and 8 are the least.The analysis of the results reflects that the initial allocation plan has certain rationality.
