In the new historical period of China's economy from high-speed growth to high-quality development,the tobacco industry,as an important source of national finance and taxation and an important channel to stabilize employment,has also adjusted its development goal from cost reduction and efficiency increase to quality improvement and efficiency increase.Shijiazhuang Cigarette Distribution Center is the organizer of the national tobacco commercial enterprise cigarette logistics equipment management evaluation research project.One of its current key tasks is how to promote the construction of modern professional logistics system by improving the level of collaborative management of the logistics system,thus contributing to the high-quality development of the tobacco industry.After careful research and a large amount of data and analysis,this paper has a more accurate grasp of the overall work of Shijiazhuang Cigarette Distribution Center.Then led by the thought of "Logistics Engineering" in the "Material Flow" put forward by academician Xu Shoubo,the logistics system of the entire tobacco distribution center is divided into six parts: human resources,material resources,financial resources,transportation capacity,natural force and timely force.Through the analysis,the paper summarizes the main problems in the operation process of the bank logistics system,such as the gradual decline in efficiency,high operation and maintenance costs,and poor overall quality.Through in-depth study,it is clearly concluded that the root cause of the problem lies in the direction and intensity of the six forces.Based on the theories and methods of synergetics,the evaluation index system and the evaluation model of synergetic degree of logistics system are constructed,and the order degree of each subsystem and the overall synergetic degree of logistics system are calculated respectively.From a quantitative point of view,it is confirmed that the material resource subsystem is the main reason that influences the overall synergetic degree of logistics system.Then,with the emphasis on improving the coordination degree of the logistics system,through the implementation of key management of material resources subsystem and other subsystems combined measures for the administration of the auxiliary coordination management,the solution of the logistics system coordination management is proposed,and the results after the implementation of the other case are analyzed by using the qualitative and quantitative analysis methods to verify the effectiveness of the solution.The significance of the paper are improving the efficiency of the logistics system,reducing the logistics cost,optimizing the resource structure,and promoting the sustainable development of enterprises.It also provides a useful reference for the improvement of the collaborative management of the logistics system of the whole tobacco industry to a certain extent.
