Study On The Regulation And Control Of Coal Market By Jining Municipal Government And Its Countermeasures

During the "Fifteen" period,China’s coal industry as a whole has undergone tremendous changes and made remarkable achievements."13th FIVE-YEAR PLAN" is more severe period,China’s economic development into a new normal,coal consumption in 2019 reached the peak,the coal industry is about to start the pace of transformation.With the joint efforts of the central government,provincial and municipal governments,the supply and demand of the coal market are basically balanced,the price of coal is basically stable,the effect of reducing coal production capacity is obvious,and the transformation of coal enterprises is advancing steadily.As a big coal city,Jining’s coal economy has always been the pillar of its regional economy.The Jining government mainly uses economic,legal and administrative functions to regulate and control the coal market and promote the stability and prosperity of the regional coal market.Based on the theory of government Macroeconomic regulation and control,the relationship between government and market,the theory of public policy and the theory of externality,this paper clarifies the concepts of government,municipal government,government functions and coal market regulation.The present situation of coal market in Jining is studied by using the method of Investigation and analysis.The results show that the demand of coal market in Jining has increased slightly,the supply of coal market is overall surplus,and the price of coal has decreased steadily.By analyzing the economic,legal and administrative functions of the Jining government in regulating and controlling the coal market,the Jining government has many problems in regulating and controlling the coal market,the adjustment and control of coal consumption pressure is not overall,the adjustment and control of coal industry capacity is not considered,the adjustment and control of coal market price is not scientific,and the adjustment and control of coal industry development is not accurate.The reason for these problems is that the Jining government’s regulation and control of the coal market has not formed a combined force of regulation and control of the coal market,has not formed a professional market regulation team,and has not coordinated the relationship between the government and enterprises,failure to implement an effective regulatory incentive mechanism.In view of the present problem and the reason,this article proposed the following countermeasures: First,the scientific planning coal consumption total quantity control plan.Set up the scientific concept of total coal consumption control,clear objectives,implement key points,and strengthen security.Second,coal price regulation and control give full play to the market role.Active use of market means to alleviate "double shortage",create a mechanism to respond to abnormal fluctuations in coal prices,market mechanism to force coal enterprises tobecome bigger and stronger,in-depth do a good job of "coal supply and demand" market research.Third,properly handle the follow-up issues of coal production capacity regulation.Actively Guide coal enterprises to transform capacity,multi-channel stable placement of coal enterprise employees,to solve the problem of capacity coal enterprise debt.Fourth,actively promote the healthy development of the coal industry.Straighten out the interest relationship between government and enterprises,reduce the tax burden of coal enterprises,carry out the performance evaluation of coal market regulation and control,and constantly improve the supervision and inspection mechanism.Through systematic,detailed and in-depth analysis and discussion,with a view to fully understanding the current situation and existing problems of the Jining government’s regulation and control of the coal market,and combining with the development trend of China’s coal industry,to put forward effective policy selection strategies,in order to promote the healthy and stable development of the coal industry,to promote the city-level policy to play a regulatory role,to achieve regulatory functions to provide a reference.
