With the implementation of China’s One Belt,One Road Initiative,Nanjing,the beginning of the ancient Sea Silk Road and international shipping and logistics center along Yangtze River,enjoys increasingly larger advantages from its location,and its land transportation and shipping industry meets unprecedented opportunities to attain development.More and more large bridges are put into use along Yangtze River;the traffic flow of the Yangtze River gradually thickens;the ship size enlarges.The large amount of bridges is conducive to the growth of regional economic development,but erects obstacle to the shipping industry:collisions between ship and bridge occur from time to time.Nanjing Yangtze River Bridge Ⅴ under construction,as the seventh road-over-river passage,is of great significance to form the overall framework of Nanjing’s highway traffic,but will be confronted with the potential danger of ship-bridge collision after the completion.The effective prevention of collisions between ship and bridge has become one of the important subjects in prevention and control of traffic accidents.In recent years,while more and more scholars at home and abroad have researched into ship-bridge collisions occurring to bridges in use from the angle of accident statistics,mechanics analysis and protective facilities,the risk assessment model of ship-bridge collision under construction is relatively lacking.This study presents a risk evaluation of ship-bridge collision based on the case of Nanjing Yangtze River Bridge Ⅴ.From the point of view of protecting shipping resources and promoting the sustainable development of shipping industry,this study synthesizes the current research into ship-bridge collisions at home and abroad,and after a continuous move of field study,related document review and consultation with specialists,pinpoints a risk evaluation with AHP and fuzzy comprehensive evaluation method.First,it gives a brief introduction of the current navigation situation around Nanjing Yangtze River Bridge Ⅴ,including the bridge,its natural conditions and transportation conditions.Moreover,it presents the general laws governing the occurrence of ship-bridge collisions around Nanjing waterways,and identifying the potential risk sources and risk factors.Finally,according to Delphi,it establishes risk evaluation index system and sets up the risk index evaluation criteria,determines the weight of each risk factor by AHP,applies fuzzy mathematics and expert inquiry to fix the membership degree of single factor evaluation and establish evaluation matrix,constructs ship-to-bridge collision risk evaluation model,gives hierarchical multi-level fuzzy comprehensive evaluation and arrives at the risk level of the ship-bridge collisions.According to the results of risk evaluation,this study gives a further analysis of the consequence of ship-bridge collision,and puts forward tentative measures to lower ship-bridge collision risk.The findings from this research can provide technical support for the study of navigation through bridge and the improvement of relevant technical standards,provide reference for the installation of anti-collision facilities and give guidance for maritime supervision services,playing an important role in promoting the harmonious development of land and water transportation. |
