With the further globalization of the economy,people are facing the problems of gradual shortage of environmental resources and deterioration of environmental quality when enjoying rich material wealth,and environmental pollution has gradually become the focus of the world.In the face of environmental problems,China has issued a large number of environmental protection policies and policies to respond,and achieved good results.However,the problem of environmental pollution is still common,and there are obvious differences in different regions,and the effects of environmental regulations and their influencing factors are also different.Based on this,it is necessary to compare the effects of environmental regulations in developed and less developed areas in China.First,divide developed and less developed areas,then compare their environmental regulation effects and influencing factors,and comprehensively measure the effects of environmental regulation through the compliance rate of waste water,the comprehensive utilization rate of industrial waste,and the removal rate of SO2.It explores the factors that affect the effects of environmental regulation from the three market players:consumers,enterprises,and governments.Finally,an empirical analysis was conducted to study the effects of the six indicators on environmental regulation:regional GDP,taxation,foreign direct investment,government regulation intensity,industrial structure,and innovation-driven capabilities.The results show that the effects of environmental regulation differ between developed and less developed regions,and that the impact of consumer,business,and government actions on environmental regulation is also different.For developed and underdeveloped regions,we should adopt differentiated environmental regulation measures.We should adapt to local conditions.We should take advantage of rapid economic development in developed regions and strengthen environmental protection.We should set reasonable tax standards for underdeveloped regions and increase research funding.Use efficiency to avoid unnecessary waste.In addition,suggestions were made to strengthen government regional cooperation,transform innovative support models,promote market-oriented reforms,and improve the environmental legal system,which have a positive impact on the effects of environmental regulation.
