At the 19th national congress of the communist party of China(CPC),it was pointed out that China's economy has shifted from a stage of rapid growth to a stage of high-quality development and is now at a crucial stage of adjusting the economic structure,transforming the growth model and transforming the driving forces for development.The Shandong provincial government earnestly implements the spirit of the 19th national congress of the communist party of China(CPC),takes the transformation of old drivers into new ones as an important project to guide the provincial economic construction,and,on the basis of the supply-side structural reform,strives to promote the transformation of major industries from large to strong from both the stock reform and the incremental breakthroughShandong is a big province in chemical industry,the economic aggregate of chemical industry ranks the first in China for many years,which plays a crucial role in the layout of chemical industry and the economic structure of the whole province.The government's promotion of the transformation and upgrading of the chemical industry is an internal requirement for the transformation and upgrading of the old drivers.Meanwhile,the chemical industry in Shandong province is also facing many problems such as severe production safety situation,overcapacity,environmental damage and low added value.Therefore,the industrial transformation and upgrading is imperative.In this paper,the integrated use of theoretical analysis,research approaches such as literature research,case analysis,according to the theory of market failure,government intervention theory,industry evolution theory as the main basis,first discusses the necessity of government involvement in industry transformation and upgrading,not only can make up for the defect of the market,maintaining the market order,also can provide public goods and services for the industrial transformation and upgrading.Then,the current situation of chemical industry in Shandong province is described in detail,the measures adopted by the government in the transformation and upgrading are summarized,and the results so far are summarized.After that,the author expounds and analyzes the practices of the governments in other regions at home and abroad to promote industrial transformation and upgrading,and summarizes and puts forward some inspirations such as identifying the government's position and strengthening the construction of supporting facilities.Finally,based on the previous theoretical research and existing problems,the countermeasures to improve the role of the government in industrial transformation and upgrading are determined,and Suggestions are put forward on changing the governance concept,strengthening the guidance of planning and the cultivation of core competitiveness,improving the relevant support and safeguard measures,and strengthening the supervision and restraint.This paper aims to explore the role of the government in the transformation and upgrading of the chemical industry in Shandong province under the new situation,analyze the problems in the process of promoting the industrial transformation and upgrading and the solutions,so as to provide a reference for the government to play a better role in the industrial transformation and upgrading.
