Many petroleum and chemical enterprises are distributed in the chemical industry park,and the number of hazards is huge,which makes the risk aggregation in the park.This aggregation mode presents the coupling between risks.Risk coupling is likely to expand the consequences of accidents when it Under various influencing factors.In this paper,the transport vehicles in the park are taken into account.This paper analyses the coupling between vehicle and fixed hazard accident in the park.A new scientific approach to regional risk assessment of chemical industry parks was constructed.Firstly,the regional risk assessment model of chemical industry park is constructed and the major hazards in the park are identified.In this paper,information diffusion method and accident rate of heavy trucks in three continents of the United States are used to determine the probability of accidents of fixed and mobile hazards in the park,and traditional models are used to calculate the consequences of accidents such as fire and explosion.Secondly,this paper uses SD model for qualitative analysis of risk coupling mechanism between transportable and fixed hazards.According to the qualitative analysis result,grey correlation degree is selected to measure the degree of coupling between them.The death radius,the radius of serious injury,the radius of minor injury and the probability of damage are taken into account in the quantitative calculation of correlation degree.Finally,taking Da Gu Shan Chemical Industry Park in Dalian as an example,this paper conducts a coupling analysis of mobile hazard and fixed hazard accidents on a road in the park.The calculation of correlation degree shows that the vehicle transport correlation degree in this section is within acceptable range.After coupling,the individual risk increases,the FN curve is close to the unacceptable area,and the potential loss of life increases.The SAFETI evaluation software was used to simulate different conditions.The results show that when the quantity of dangerous chemicals in transport vehicles is reduced,the individual risk and potential life loss value decrease after coupling.When the number of population in the park is reduced,the social risk after coupling is close to the allowable area and the potential loss of life is reduced by nearly 50%.When the distance between the fixed hazard source and the road is increased,the potential life loss values of crude oil,LPG tanks and vehicles after coupling are reduced by nearly 20%and 13%,respectively.Therefore,it is of great significance to consider mobile hazard sources in regional risk assessment of chemical industry parks for regional planning and emergency management of chemical industry parks.
