Research On PPP Management Of Beijing Municipal Sewage Treatment Project

Sewage treatment facilities,as one of the important urban infrastructures,are an important part of urban functions.At present,China's urban sewage treatment projects are mainly invested,operated and maintained by the government.There are some problems,such as limited financial funds and low operating efficiency of sewage treatment plants.In order to better solve the difficulty of urban sewage treatment in investment and financing public facilities,the ministry of finance,the national development and reform commission have taken the lead in exploring and promoting the PPP management model and guiding social capital to invest in the construction of public facilities.Although Beijing has been committed to the treatment and reuse of urban sewage,constantly increasing investment,creating a relaxed investment,financing environment and promoting the application of PPP management mode in sewage treatment public facilities.There are still problems such as low efficiency of sewage treatment project operation,narrow investment,financing channels,unreasonable procurement and pricing mechanism.Therefore,it is necessary to analyze and study PPP management of Beijing sewage treatment project.In this paper,by summarizing the related theory of the PPP projects at internal and abroad and the research results,combined with wastewater treatment at internal and abroad application of PPP project management experience and lessons learn,widely collecting related information,This paper analyzes and studies the current management situation of Beijing urban sewage treatment PPP project.FMEA analysis can be used to analyze the problems and deficiencies for Beijing urban sewage treatment in whole life cycle of the PPP project process management and optimization design.It also put forward the optimization process and implementation Suggestions,hoping to provide guidance and advice for the PPP projects of urban wastewater treatment in Beijing.
