Public Participation In Environmental Impact Assessment Of Construction Projects

Environment impact assessment(EIA)is an essential part of Chinese environment management system.EIA is an institution and method including that predicts,analyses and evaluates environment impact after the planning and implementing of construction projects and functional area,and puts forward measures to prevent the adverse environment impact and track the monitoring results.Public participation refers to the members of the society voluntarily participate in social activities or the government management action.It is the social members active participate in various kinds of public management decision and the implementation of the decisions,the management of the social is democracy.As an indispensable part of environmental impact assessment,public participation positively contributes to improve democracy,scientific and acceptability of decisions of projects,and supervising processes of decisions,coordinating conflicts of interests,maintaining social stability,realizing the utilization of economy benefits,social benefits and environment benefits.With reform and opening up the rapid development of economic construction in our country,speed of public environment degradation has become increasingly fast while environmental protection pressure of the government has grown.Due to the unique public and influence of construction projects,the government administrative departments should manage these projects positively and rely on public participation if the government hope to effectively manage the public product of construction projects.However,there are various environment mass events occurred frequently in recent years,such as Panyu waste incinerator power plant event in Guangzhou,Ningbo PX event,Xiamen PX event and Anning refinery project.All of these events demonstrated that positive aspects of public participation in environmental impact assessment of public project did not work and public participation was deficient.In this report,the public participation in the environmental impact assessment of Datong City construction projects is the research object,and the theory of consultation democracy,ladder participation and public governance are the theoretical basis for carrying out the research.Combined with the current situation of public participation in environmental impact assessment of construction projects in Datong City,introduced two cases of a disassembled car disassembly station project and a hospital construction project in Datong for empirical analysis,to make a In-depth discussion of the current problems and causes of the environmental impact assessment of public participation in the construction project in Datong City.Improved the public participation system of environmental impact assessment,perfecting environmental litigation--establishing environmental public interest litigation system and improving the environmental information disclosure system.
