In recent years,dangerous chemical accidents have occurred frequently in China,threatening people's safety and social stability.The report of the Nineteenth National Congress of the Communist Party of China emphasizes that we should improve the public safety system,improve the responsibility system for work safety,and resolutely curb major safety accidents.Effective containment of hazardous chemical accidents can not be separated from scientific and rational regulatory system,correct value orientation,and the collaboration of all social entities.Although the supervision of dangerous chemicals in city N has made some achievements,it has the characteristics of fragmentation.How to break the current fragmentation dilemma of hazardous chemicals regulation is not only a practical problem in city N,but also an important reference value for other areas in China.This article mainly elaborates the background and significance of topic selection from the increasing accident rate of hazardous chemicals and the situation of major hazardous chemicals accidents in recent years.On the basis of the research and collation of a large number of documents and interviews with hazardous chemicals regulatory authorities and enterprises in city N,this paper arranges the writing ideas and framework of this article.Based on the theory of holistic governance,this paper studies the supervision of dangerous chemicals in city N.The research shows that the fragmentation problems in the supervision of hazardous chemicals in city N are as follows:First,the coordination is inefficient under the insufficient rationality of the system:Under the background of Tiao-kuai contradictory,the vague authority-responsibility relationships,the divergent interests and the shortcomings of the accountability system management make it difficult for the government sectors to cooperate and support with each other.Second,the lack of coordination increases the difficulty of cooperation:The diversified values lead to difficulties in cooperation among multiple subjects.Third,the resource distribution is decentralized:Because the information resources and social resources hasn't been integarted effecively,the effect of them is limited.These three fragmentation factors interact each other,which makes the supervision of dangerous chemicals fall into fragmentation closed-loop.The reason is that the current supervision of dangerous chemicals lacks adequate formal system supply,departmental departmentalism has split the cooperative relationship,and the subject of supervision itself also has the problem of offside and vacancy.From the realistic background,it eventually lead to the formation of fragmentation supervision dilemma.Whether it is the holistic exploration of system exploration from central to local,the driving force of social forces,the dual driving direction of governance objectives,or the support of information technology,all promote the integration of hazardous chemicals supervision.Based on the current situation of the supervision of dangerous chemicals in city N,this paper puts forward the realistic ways to realize the overall supervision:Firstly,through the integration of pluralistic values and the construction of an integrated information system,the organic unity of ideas and technology can be achieved;Secondly,by perfecting laws and regulations,coordinating the internal structure of the organization,and clarifying the relationships between powers and responsibilities,we can optimize the governance system structure of hazardous chemicals supervision.Thirdly,we should strengthen the coordination and cooperation among multi-subjects by constructing the positive interaction among the government,enterprises and society,and forming a holistic operation mechanism.
