The City Lake is the beautiful scenery in the city, which takes many important parts in beautifying the environment, regulating the climate, the fish farming, controlling and draining. However, as the process of the urbanization speeds up, the size of cities expands constantly, the population increases rapidly, and then the pollution problem of the City Lake becomes very serious. Ecological civilization has been included in the country's overall layout in the report of 18th National Congress of the Communist Party of China, Which makes the governance of the City Lake's pollution become particularly urgent. Because of the City Lake's public attribute, the government must take the major and unshakable responsibility in fighting with the pollution. But in reality, there is a "Multi-sectional water conservancy "situation. The related departments will take it while it has benefits but escape when it has no benefits, which is a common phenomenon. Given that the current governance of the City Lake's pollution has the problem of "fragmentation", the author attempts to invoke the theory of holistic governance to analyze this problem and try to seek out a way that can be more effective in improving and even solving the City Lake's pollution problem. This paper will discuss the concrete content from the following several parts:The first part:Introduction and theoretical tools. This part is divided into two chapters. The first chapter is the introduction that mainly introduces background, significance, literature review, innovation and deficiencies of the theme. The second chapter focuses on the theoretical tools-holistic governance theory, including the background, content, operational mechanism and the link between theory and the theme of this research.The second part:Problem importing and case analysis. This section is the main part of the article, constituted by the third and fourth chapters. Firstly, this part introduces the overall situation of China's current City Lake, including three issues the City Lake is facing and reasons of lake pollution. By combing laws and regulations, the author outlines the organization system of the governance about the City Lake, namely multi-sectional joint governance of the City Lake, and then elicits the "fragmentation" problem in the governance of the City Lake's pollution. Secondly, by taking the case of the Nanhu Lake's governance in Wu Han, the author deeply analyzes the reasons of the fragmentation on the basis of a comprehensive understanding of it. They are mainly related to four aspects:uncooperative departments produced by traditional administrative divisions; unreasonable performance appraisal system; the lack of inter-departmental coordination mechanism, and a serious shortage of other social groups'participation.The third part:Suggestions and conclusion. This part is the fifth chapter of the article, which is the crystallization of theory and practice. By analyzing the "fragmentation" problem in the governance of the City Lake's pollution and combining the superiority of the theory and reality problems, the author extracts some suggestions based on holistic governance theory. To solve these problems, we must make fostering holistic culture of public administration as a pilot. Then we should take improving the holistic operating mechanism as a protection, and use e-government as a platform. Last, we guide the society to participate in the governance which is a complement. Thus the four-in-one holistic system of governance which coordinates organically will form. In the end, the conclusion summarizes the research and makes prospects in the followed searching.
