The Research Of Environmental Social Organizations Involving In Rural Garbage Disposal

With the further development of economy and society,people have higher demand for the quality of ecological environment.The construction of ecological civilization has become the hot spot of social development at present.There is a contradiction between the people's demand for a better ecological environment and the unbalanced and inadequate development of the current ecological environment.Especially in the vast rural areas of our country,this contradiction is particularly obvious.The current capacity of garbage disposal in rural areas can not meet the increasing output of rural garbage.The characteristics of rural areas make their rural garbage have the characteristics of concealment and mobility,and also make garbage disposal have the characteristics of high cost and difficulty.As more and more attention is paid to the problem of rural garbage,more and more social organizations begin to join in the disposal of rural garbage.In addition,government departments pay more and more attention to the problem of rural garbage.In recent years,a lot of policies of rural garbage pollution treatment have been continuously issued.The process of rural garbage disposal includes the basic steps of garbage generation,collection,transportation and treatment.The function of environmental protection social organization includes environmental education,environmental supervision,decision-making participation and environmental service supply.Therefore,in the process of rural garbage disposal,environmental social organizations mainly participate in the education of garbage classification and resource utilization,the supervision of enterprise environmental responsibility,the supply of garbage disposal services,and the participation of public decision-making.From the current practice of environmental social organizations participating in the disposal of garbage in rural areas,there are problems in all aspects of rural garbage disposal.Because the social co-governance model of rural garbage disposal has not yet been formed,the participation of environmental social protection organizations in rural garbage disposal also appears to be isolated.So various problems appear.The concept of social co-governance requires the government,enterprises,the public and social organizations to solve public problems by giving full play to their respective advantages and adopting the methods of division of labor,cooperation and consultation.From the perspective of social co-governance,first of all,environmental social organizations have limited strength.Professional and financial security are relatively lacking;secondly,rural residents have not formed a consensus on garbage classification and resource utilization;finally,the current government-leading rural garbage disposal model is difficult to meet the increasingly complex rural garbage problem.If environmental social organizations want to play a greater role in these aspects,they must follow the theory of governance,promote social co-governance,interact with the public,and cooperate with the government.Environmental social organizations should not only urge rural enterprises to fulfill their environmental responsibility of green production in the stage of garbage generation,but also guide the rural public to participate widely in garbage disposal and reduce the generation of rural garbage from the source.In addition,environmental social organizations need to share the burden of rural grass-roots government by improving their ability to act to participate in garbage collection,transportation and disposal.First of all,this paper discusses the concept of rural areas and defines the areas contained in the current rural garbage problem.Then it analyzes the background of the current environmental social organizations involved in rural garbage disposal,as well as the diversity of rural garbage problems and the complexity of rural social structure.Then through the case of environmental social organization involved in rural garbage disposal,it shows the action mode and participation of environmental social organization in rural garbage disposal.Then it summarizes the specific problems encountered by the environmental social organizations in the various processes of rural garbage disposal.Then,based on the concept of social co-governance,this paper discusses the causes of the problems in rural garbage disposal,and analyzes the factors that lead to these problems.Finally,it puts forward the action path of how to participate in rural garbage disposal effectively to environmental social organizations.
