With the rapid economic development in China, resource consumption and environmental destruction, which brought by extensive economic growth mode, alarm the process of rapid urbanization. In the ecological civilization background, it is a hot issue which is the transformation of resource-based city, and the Coal Mining Subsidence Area (CMSA) is a region which cannot be ignored. CMSA is an economic, social, resources and environment factors of a contradiction community in achieving sustainable development. Therefore, it is an important guarantee for achieving sustainable development, what is the development potential evaluation before studying how to make good use of CMSA, and it has important practical significance for guiding the future transition of resource-based cities.The article studies the development potential evaluation of CMSA on the basis of restraint of resources and the environment. At first, it put forward the definition of development potential evaluation of CMSA under the restraint of resources and environment and ecological reconstruction goal, through summarizing the theory and practice about CMSA home and aboard. Furthermore, it will analyze the effect of 8 kinds of key (including land resource, water resource, the resource, the living resources, soil environment, water environment, biological environment, atmospheric environment) elements that influences ecology rebuild of CMSA from two dimensions of resource and environment, and establish the potential reconstruction theoretical basis of CMSA under the restraint of resources and environment. It builds a development potential evaluation index system of CMSA under the restraint of resources and environment by selecting pressure-state-response frame model, guided by analyzing and appraising the method, and selects evaluation index(13 items) based on five principles of scientific, comprehensive, universality, combined dynamic with static evaluation, combined quantitative with qualitative analysis. And it determines the weight of each index and ecological reconstruction patterns corresponding to different levels of the evaluation results by using analytic hierarchy process. At last, it evaluates the CMSA of Tangshan, Jining and Shahe using index system of development potential evaluation for CMSA under the restraint of resources and environment, and proposes practical and sustainable specific tactics of ecological reconstruction according to the evaluation results and Combining with the local existing planning.This study assesses the CMSA's potential with a new ecological perspective of the constraints of resources and environment. This new evaluation system has expanded the scope of potential assessment of CMCA, optimized and improved the methods and approach of how to reconstruct the CMCA ecologically and the study has the positive significance and reference value in managing and using CMCA integrated and efficiently.
