Comprehensive budget management is an important and effective means of enterprise management.The implementation and promotion of enterprises in my country is relatively late.Ten years ago,only a few enterprises implemented it.In 2012,the SASAC(State-owned Assets Supervision and Administration Commission of the State Council)issued a notice requesting central enterprises to implement comprehensive budget management and promote the transformation and upgrading of financial management based on comprehensive budget management.In response to national calls,companies in various countries have fully implemented a comprehensive budget management system and improved relevant internal management systems to enhance their financial management capabilities.Before the rapid development of my country's steel industry,resulting in overcapacity,oversupply,resulting in reduced benefits for steel companies,many steel companies face difficulties in production and operation.Therefore,some iron and steel enterprises have followed the steps of central enterprises to establish comprehensive budget management and use this as a basis to improve their own cost management system in order to achieve the goal of reducing costs and increasing benefits.As a large-scale private steel enterprise in Jiangxi Province,Jiujiang Pinggang Co.,Ltd.established a comprehensive budget management system in 2016 in order to achieve the Group's strategic goals and increase corporate profits.In just three years,it achieved a “cost reduction and efficiency increase” Strategic objectives.This paper analyzes the cost management system of Jiujiang Pinggang under the overall budget,summarizes the management advantages,and gives other peer companies relevant revelations.This article describes the research background and significance,and describes the concepts involved in the article according to the three major management processes of cost budget preparation,cost budget execution,cost analysis and evaluation;it explains the cost management under the comprehensive budget of Jiujiang Pinggang(hereinafter referred to as the company)The evolution of the system,application ideas and processes,and the analysis of the effectiveness of cost management;summarizes the characteristics and advantages of the company's cost management,including the design and preparation of cost budget projects,the refinement of cost accounting,real-time monitoring and budgeting during the execution of cost budgets Adjustment,cost analysis and evaluation;Finally,the implementation effect of cost management of Jiujiang Pinggang after the establishment of a comprehensive budget is analyzed,the impact of the management system on the company's cost is found,and the analysis results are combined to provide inspiration to other steel companies.This article combines comprehensive budget management,cost management theory and actual cases to draw relevant conclusions: comprehensive budget can provide effective ex-ante budget data for cost management,and help refine cost accounting subjects,forming astandardized cost accounting system;refinement After the cost accounting subjects,it is convenient for enterprises to implement dynamic budget monitoring and budget adjustment,comprehensively monitor production costs,and avoid cost waste;cost analysis provides an improvement direction for the implementation of enterprise cost management;comprehensive budget management can help enterprises formulate cost assessment programs,identify and grasp the key points,and pass the cost assessment system to clarify responsibilities to each process,position and employee,improve the enthusiasm of employees and achieve more significant management results.
