Global warming has become a major concern of all countries.As the main source of greenhouse gas emission,the study of urban CO2 emission has been paid much attention.Low-carbon city construction has gradually been deeply discussed and brought into the mainstream of urban development and construction.With the development of low-carbon city construction,there is a growing demand for reform at the master plan level.However,the low-carbon city construction still mostly stays in the technical aspect,and the research on the carbon emission accounting of the overall urban planning scheme is not in-depth at the planning level.It is necessary to introduce carbon accounting at the planning stage.Taking the overall urban planning of pudong new area?2017-2035?as the research object,this paper explores and establishes the carbon emission accounting method of the planning scheme.First of all,this paper summarizes the urban greenhouse gas emission inventory,relevant accounting methods,as well as the research progress of low-carbon urban planning and greenhouse gas inventory.Secondly,this paper establishes the framework of "land use--carbon emission",which applies the carbon emission behavior caused by human activities to all kinds of land.On this basis,this paper divides the planned land into five system modules,namely residential,industrial,commercial and public management,transportation and carbon sink.By building carbon emission accounting models of different modules,the current carbon emissions of residential,commercial and public management,industrial,transportation and carbon sink land are quantified,so as to measure the average carbon emission intensity of all kinds of land except transportation.By correcting the carbon emission coefficient of transportation,this paper calculates the carbon emission of the transportation system in pudong new area.Based on the above results,the total planned carbon emissions,carbon emissions per capita and carbon emissions per unit of GDP in pudong new area are equivalent.Secondly,with the help of the Kaya identity,the spatial planning factors affecting carbon emissions were decomposed in this paper,and the specific impacts of each factor on carbon emissions were analyzed.Finally,based on the quantitative results,the carbon emission value of the overall plan of pudong new area is compared with the corresponding policy target value,and the corresponding low-carbon planning indicators are formulated based on this.The results show that :?1?the overall plan of pudong new area will emit 95.15 million tons of carbon in 2035;?2?in 2035,the energy consumption per unit GDP in pudong new area was 280 thousand tons of standard coal per ten thousand yuan,down by 68% compared with 2005.?3?carbon dioxide emissions per unit of GDP in pudong new area will be 69,900 tons in 2035,down by 67% compared with 2005.?4?the overall plan of pudong new area has achieved the policy target of "60% to 65 percent reduction in carbon dioxide emissions per unit of GDP by 2030 compared with 2005";?5?in order to give full play to the carbon emission reduction potential of industrial restructuring,this paper makes a reasonable adjustment to the industrial structure of pudong.After reasonable industrial restructuring,pudong new area's carbon emissions can be reduced by 6 percent,or about 5.93 million tons.
