Safety Credit Assessment Research On Shipper Of Dangerous Goods In Air Transportation

In the safe air transport of dangerous goods,the shipper bears one of the most critical responsibilities,as the front end of the transport chain.However,a series of behaviors of the shipper,such as false report and concealment,will violate the principle of safety credit and bring huge hidden danger to the safety of dangerous goods air transportation.Firstly,this article presents the management of the shipper in the air transport of dangerous goods and security credit research status at home and abroad.Based on the shipper's will of keeping faith and the safe behavior ability,as well as the "human-machine-ring-tube" theory,we analyze the impacts of air transport of dangerous goods safety credit and preliminarily determine the shipper's safety evaluation index system of credit.In order to optimize the above index system,the unreasonable indexes were eliminated according to the exploratory factor analysis.On this basis,the index scoring rules are formulated to obtain the scores of the indexes of the shipper enterprises participating in the evaluation.For index weight determination,the idea of subjective and objective combination weight is applied.And the least square method is used to combine the set-valued statistical method with vague set entropy weight method to build the optimization model of index weight and determine the optimization combination weight.Finally,the evaluation model were constructed by the fuzzy matter-element method and k-means clustering method.And the rationality and accuracy of the evaluation model are verified through the comparison between the evaluation results and the actual operation of the enterprise.In this paper,the shipper air transport of dangerous goods safety credit evaluation model was set up,a complelte study of the shipper safety credit assessment were finished.Relevant departments can manage shippers by classification according to the evaluation results.This paper is a exploration of effective supervision means for the consignor of dangerous goods,which can also lay a good foundation for improving the current situation of safety management,and make effective contributions to further strengthening the credit culture construction of the civil aviation industry and improving the safety management level of dangerous goods air transportation.
