Research On The Construction Of Ecological Environment Management System In Qilian Mountain Nature Reserve From The Perspective Of Multiple Governance

Since the 18 th National Congress of the Communist Party of China,the strategic position of the construction of ecological civilization has been further highlighted.The Party Central Committee has incorporated it into the overall layout of "five in one",creating a new situation of the construction of socialist ecological civilization in China.For a long time,the problem of local ecological damage in Qilian Mountain National Nature Reserve in Gansu Province is very prominent,resulting in a series of ecological environment problems,which seriously affected the ecological security barrier function in Northwest China.On July 20,2017,the general office of the CPC Central Committee and the general office of the State Council issued a circular on the serious problems of illegal development of mineral resources in Qilian Mountain Nature Reserve,the illegal construction and operation of some hydropower facilities,the prominent problems of illegal discharge and release of surrounding enterprises,and the ineffective rectification of prominent problems of ecological environment.After the circular was issued,Gansu Provincial Party committee and provincial government attached great importance to it,resolutely implemented the spirit of the instructions of the Party Central Committee,and immediately took a series of effective measures for rectification.The ecological and environmental problems of Qilian Mountain Nature Reserve were preliminarily controlled.Starting from the perspective of multiple governance,this study adopts literature research method,case analysis method and other research methods to firstly summarize the basic situation,the history of ecological environment destruction and existing problems of Qilian Mountain Nature reserve.Then,this paper makes an in-depth analysis of the causes of ecological environmental problems in the protected area from the perspectives of three main bodies,namely,the government's lack of responsibility,legislation and water release,lax law enforcement and ineffective rectification,low cost of enterprise violation,interest exchange,lack of social responsibility,weak legal awareness of the public,poor access to participation and low degree of participation.Thirdly,the rectification measures taken after the ecological environmental problems were reported were summarized,and the achievements of the rectification work as well as the existing problems and deficiencies were evaluated as a whole.Finally,combining with the ecological environment governance of foreign experience and practice,the current how to further solid effectively do a good job in Qilian Mountain Nature Reserve ecologicalenvironmental governance system construction,from the leadership responsibility system,the corporate responsibility system,the civil action system,supervision system,credit system and laws and regulations policy system from six aspects put forward the policy advice,to make nature reserve ecological environmental governance system construction in China to provide reference and reference.
