Study On Problems And Countermeasures Of Sanitary And Safe Management Of Rural Drinking Water

In recent years,drinking water safety has been increasingly put on the agenda,especially the problem of drinking water in rural areas is a major event related to agricultural development,rural stability,farmers' life,and is the basic guarantee for the implementation of the strategy of rural revitalization.At present,Zhejiang Province is implementing the "Rural Drinking Water Standard Special Action",which is an important measure to improve people's livelihood and realize rural revitalization in the new period and new era.Suichang County,as a mountainous county in Zhejiang Province,based on the county situation,actively planned,scientifically arranged,formulated a series of measures to firmly promote the rural drinking water standards and other work,and achieved certain results.But at present,there are still a series of problems in rural drinking water,such as inadequate management,lack of professional technology,substandard water quality and large hidden dangers of safety.Therefore,it is the most important task to solve the bottleneck of rural drinking water development in order to meet the requirements of "two high levels" construction,to improve the water quality of rural drinking water and to strengthen the sanitation and safety management of rural drinking water.Suichang County is a small county town in the southwest of Zhejiang Province,located at the source of Qiantang River and Oujiang River,known as "Jiushan half water and half field ".The rural water supply facilities in Suichang County have the characteristics of wide distribution,large quantity,simple facilities and equipment,and the water supply presents a wide range,long line,many points and simple technology.It is the existence of these characteristics that extend some problems inherent in rural drinking water.This paper investigates and studies the current situation of rural drinking water sanitation and safety management in Suichang County,and expounds the relevant theoretical systems of rural drinking water sanitation management,including the theory of cooperative management,the theory of new public management and the theory of public goods,as well as the evaluation system of drinking water sanitation and safety.This paper analyzes the existing problems and causes of rural drinking water sanitation and safety management from the aspects of rural drinking water supervision,and puts forward some suggestions and countermeasures to further improve rural drinking water sanitation and safety management based on domestic advanced experience and practice.It is necessary to strengthen large-scale construction and standardized transformation,scientifically plan the distribution of water supply,strengthen purification and disinfection,and enhance self-inspection ability of water quality;establish and improve long-term operation management mechanism to achieve orderly management,standard management,and improve management ability;increase publicity,strengthen health education,promote water conservation,raise awareness of drinking water sanitation and safety;further explore rural drinking water management model,with information construction," third-party organizations " to promote rural drinking water standards,etc.
