The Research Of Embodied Pollution Transfer And Synergistically Control In Beijing-tianjin-hebei Region

The Beijing-Tianjin-Hebei region is China's cultural center,political center,and the core part of the northern areas'economy.However,it is one of the most polluted areas in China as well.The integration of Beijing,Tianjin and Hebei has accelerated the trade among the three regions,coupled with the differences in economic development levels,industrial structure and consumption patterns,resulting in large differences in pollution emissions and embodied pollution transfer among Beijing,Tianjin and Hebei.Accounting and analysis of the embodied pollution emissions and the embodied pollution transfer caused by trade in the Beijing-Tianjin-Hebei region will help government to better establish pollution reduction policies.This paper calculates the embodied pollution emissions of four major pollutants COD,NH₃N,SO₂ and NO_x in Beijing-Tianjin-Hebei region in 2012 and the embodied pollution transfer among the three regions by building the multi-regional input-output model of Beijing-Tianjin-Hebei region,and it also analyzes the calculating results from different perspectives.On this basis,multi-objective optimization method was applied to build the cooperative control model of four main pollutants in Beijing-Tianjin-Hebei region,and two different scenarios were set up to study how Beijing-Tianjin-Hebei synergistically control four major pollutants through industrial restructuring in 2012.The results are show that:?1?the embodied pollution emissions of four pollutants in Hebei based on production in2012 exceeded three-quarters of the total emissions of the three regions,while the embodied pollution emissions based on consumption were about 10%lower than those based on production.The embodied pollution emissions of four pollutants in Beijing based on production are lower than that based on consumption.From the perspective of the path of embodied pollution transfer,Beijing and Tianjin import a large amount of embodied pollution from Hebei.The industries that are transferred are mainly food manufacturing industry,tobacco processing industry,metal smelting and rolling processing industry and electricity and heat production and supply industry.?2?The Beijing-Tianjin-Hebei region can synergistically control four major pollutants through industrial restructuring.However,under the conditions of ensuring economic development and sectoral output capacity,it is difficult to fully achieve emission reduction targets only by adjusting the industrial structure.
