Guangdong Province is located in the south of the mainland of the motherland and is an important window for China's opening up.Its green development is not only related to its own sustainable development,but also directly related to China's external image.Governments at all levels in Guangdong Province have worked hard for more than 10 years in environmental protection,but in recent years pollution incidents have still occurred frequently,and water pollution and mineral waste pollution have remained serious problems.Therefore,it is necessary to test the effectiveness of the existing green development plan of Guangdong Province,find out its root cause,and analyze the influence factors of efficiency to propose countermeasuresIn order to further study the green development efficiency of 21 cities in Guangdong Province,first of all,a three-stage DEA model was used to consider inputs from the perspectives of manpower,energy,and capital,and to consider outputs from the perspective of economy and the environment,excluding population density,industrial structure,and cultural education.The impact of environmental variables such as urbanization level,etc.,to measure the efficiency of green development,and analyze the spatiotemporal evolution of green development.The analysis of space-time dimension found that the overall green development efficiency of Guangdong Province is relatively high,and the level of green development management in various cities is generally underestimated.The Pearl River Delta region is a growth type,eastern Guangdong and western Guangdong are stable,and northern Guangdong is a decaying type.A certain efficiency difference,the average efficiency over the years has fluctuated within a certain interval,the green development efficiency of each city has obvious dispersion,and the cities with high green development efficiency are independently distributed without forming a spatial clustering phenomenon.Second,the dynamic development of green development efficiency is measured by the Malmquist model In the process of change,the study found that the overall green development efficiency of Guangdong Province is relatively stable,but among the indicators,the average values of technical efficiency,technological progress efficiency,and pure technical efficiency are low,and only the average value of scale efficiency is high,resulting in a stable green development efficiency in Guangdong Province.There has been a decline;once again,a panel data Tobit model of the factors affecting green development efficiency is established from three aspects government regulation,environmental regulation,and technological innovation.The study found that technological innovation often promotes the improvement of green development efficiency,and government regulation has hindered the improvement of green development efficiency.,and The impact of positive and negative regulatory environment are.Finally,it provides suggestions for improving the efficiency of green development in Guangdong from six aspects:strengthening the top-level design,implementing differentiated policies,rational environmental regulations,improving the government performance evaluation system,increasing scientific research and technical support,and developing green industries.
