Study On The Efficiency Evaluation And Influencing Factors Of China’s Provincial Green Economy Development

The traditional economic development mode characterized by high input,high consumption and high pollution has caused great damage to the environment and is not conducive to sustainable economic growth.As socialism with Chinese characteristics enters a new era and the economy turns to a stage of high-quality development,how to reduce the pollution to the ecological environment while ensuring the optimization,adjustment and transformation of the economic structure is an urgent problem to be solved.The Eighteenth National Congress of the Communist Party of China put forward the goal of "Beautiful China",and carried out the construction of ecological civilization from the aspects of ecological system reform,strengthening environmental supervision and promoting social fashion.The report of the Nineteenth National Congress put forward the basic strategy of insisting on the harmonious coexistence between man and nature,and regarding the construction of ecological civilization as the millennium plan for the sustainable development of the Chinese nation.Promoting the development of China’s green economy is in line with the requirements of the competitiveness of the current era,and is also the implementation of the concept of ecological civilization.The research on the efficiency of green economic development is of great significance for analyzing the current situation of green economic development in China,putting forward ecological protection policies,improving the efficiency of resource allocation and taking the road of green sustainable development.On the basis of combing and drawing lessons from the research results of green economy at home and abroad,combining with the current practice of green economy development,this paper constructs an evaluation model of environmental index based on entropy weight method and an evaluation index system of green economy development.Firstly,the environmental pollution data of China’s provinces from 2007 to 2016 are weighted by the method of entropy weight,and the comprehensive index of environmental pollution of provinces is calculated.Then,based on the comprehensive index of environmental pollution,the green GDP of China’s provinces is obtained.Then,with green GDP as expected output,labor,capital and energy as input,the efficiency of green economic development of China’s provinces from 2007 to 2016 is calculated by using DEA model,and the characteristics of green economic development efficiency of China’s provinces are further analyzed according to time series and spatial distribution.Then,Tobit regression model is used to explore the impact of green economic development.The results of empirical analysis show that the overall efficiency of green economic development in China’s provinces from 2007 to 2016 is low,the development trend in the past ten years is relatively stable,and the fluctuations are relatively small.From 2007 to 2010,the efficiency of China’s provincial green economic development showed a downward trend,and gradually increased after 2010.From the spatial point of view,the efficiency of green economic development in China is unevenly distributed.The green efficiency in the eastern region is obviously higher than that in the other three regions.The efficiency values in the eastern,central,northeastern and western regions are decreasing in turn.The western region is developing very fast because of the advantages of government policies,while the northeastern region is developing slowly.In terms of the influencing factors of green economic development,the level of economic development,the degree of economic openness and the role of the government have a significant impact on the green economic development of provinces in China,in which the role of the government has the greatest impact,while the impact of structural factors is not significant.Finally,in order to improve the efficiency of China’s provincial green economic development,the paper puts forward some suggestions from five aspects: the reform of the mechanism of ecological civilization,the adherence to green development,the promotion of green technology innovation,the promotion of industrial structure optimization and upgrading,and the strengthening of regional cooperation.
