The Study Of The Government's Supervision In The Execution Of Civil Aviation Flight Safety System

In the field of public transportation,the security of the civil aviation industry has always been the focus of public concern.The safety level of our China's civil aviation has already kept up with and even excesses the level of the world average when time comes to the 21~stt century.From the aspect of safety data,the scores that china civil aviation has received are satisfactory,while in China we have large numbers of companies,events that affect social and public security frequently occur,and there are even some events which severely affecting flight safety.Once these events occur,they will bring huge damage to the society.Among these events,most of them occurred since the pilots did not strictly follow the standard operation procedures,and the flight safety systems have not been applied well.This paper aims to explore the regulatory authorities as the civil aviation authorities,in the grim security situation,analyze the existing problems in the regulatory and supervision process in the implementation of the system of flight safety systems from inner and outside aspects,and then how to take better measures to further improve the regulatory and supervision procedure in the implementation of the system of the flight safety.This paper mainly takes the domestic D airline as the case study object,and uses the research measures such as literature,empirical,summarize and analyze.It finds out the problems occurred in the government's regulation in the implementation of the flight safety systems and it also compares the implementation of civil aviation safety system with government regulation at both home and abroad.This paper chooses three countries or districts as examples,analyzes the advance experiences in the history and present situation of American,the European Union and Canada's government regulatory and supervision procedure.The research results are beneficial to the government in the implementation of the civil aviation flight safety system.Through the research of recent papers,the corresponding solutions and suggestions are provided from the system level and operation level to government supervision.This paper aims to improve the government supervision from two aspects.In the system aspect,the government should set up a whole and complete system of laws and regulation,and all these laws and regulations must be propagating and training;in the operation aspect,the government should take four listed measures.The first is to be engaged in to the pilots'schedule system,second is to add more exercise materials in the training procedure of the pilots,and also take more attention to the training of flight safety system,third is to establish a whole and complete procedure for the investigation of events and accidents,forth is to establish a system which can identify the risks appear in the implementation of flight safety system.Only under the circumstance that the supervision of the government improves,the pilots will perform a safer and determined level in the execution of the flight safety system,the safety of civil aviation will be guaranteed,thus to enhance the public safety level of China's civil aviation industry.The innovation of this paper is that not only the safety of civil aviation is by the airlines to protect;it also needs safety supervision of relevant government departments,to manage and maintain security from a higher level at the government aspect.
