Research On The Content、Effect And Improvement Of The “Regional Environmental Assessment + Environmental Standards” Reform

In recent years,with the rapid development of China’s industrial economy,environmental problems have become an increasingly prominent social problem;With the rise of the people’s economic level and the improvement of living standards,environmental quality has become the focus of the people and mass media,EIA has increasingly come into the public’s attention;at the same time,EIA as an important administrative licensing project of the government department,is also highly valued by local enterprises and the people.On the other hand,whether on the level of “Run the Most Once” reform,or the level of“Simplification and Decentralization Combining with Optimizing Services” reform,we require that we carry out in-depth institutional reforms on the EIA approval system,so that the EIA returns to its original intention.From the EIA of general construction projects to planning environmental impact assessment、regional environmental impact assessment,this paper analyzes the relationship between the three and their respective characteristics.And then according to the current progress of "Regional Environmental Assessment + Environment Standard" reform,this paper investigates "The economic and technological development zone of hangzhou bay-shangyu " 、 "The economic development zone-shangyu" 、 "The game town-shangyu " and "The flower town of hangzhou bay" using literature research method、field research method、case analysis method and other research methods.This paper analyzes the impact of “ regional environmental assessment + environmental standards ” reform on local enterprises 、environmental protection authorities、local economy,and proposes future reforms.
