Study On The Xuzhou Pollutant Discharge Permit

At the end of last century,domestic environmental management experts began to explore the positive role of pollutant discharge permit system in the management of enterprises and the improvement of the environment.After decades of practice proved that the old system management effect is limited.Since the 18 th national congress of the communist party of China(CPC),the CPC central committee has repeatedly proposed the reform of the pollutant discharge permit system to give full play to its role in environmental management.In 2017,the former ministry of environmental protection promoted the reform of the system,and gradually realized the coverage of pollutant discharge permits in different industries within four years.Through the emission permit to control the behavior of enterprises to discharge pollutants,improve the level of enterprise environmental management.The pollutant discharge permit is the qualification certificate for the enterprise to discharge pollutants.The enterprise shall abide by the law,monitor the waste water,waste gas and noise on a regular basis,and submit the implementation report to the environmental management department on a quarterly and annual basis to give feedback on the actual discharge situation.Xuzhou municipal environmental management department undertook the management of pollutant discharge permit.However,due to the system reform has not been completed,there are deficiencies in the current management,which affect the effectiveness of the management of pollutant discharge permits.This paper puts forward the problems existing in the management of pollutant discharge permit in Xuzhou city,analyzes the causes and puts forward the solutions.This paper analyzes the economics and management theory of pollutant discharge license management,and proves its existence is reasonable and legitimate.This paper introduces the concept and function of pollutant discharge permit,its implementation mechanism and work results,application and issuance,alteration and so on.This paper analyzes the problems and causes in Xuzhou pollution discharge permit management at the present stage,in order to seek for specific solutions.By studying the United States,Sweden,and domestic cities,Shanghai and Tongxiang in discharge permit management advanced experience,put forward perfect Xuzhou discharge permit management advice,according to the problems existing in the management by perfecting legislation,detailed specification,after strengthening the supervision,perfecting the management platform,explore new training pattern,introducing the third party technical support institutions and other aspects,discharge permit management level of ascension.The reform of pollutant discharge permit system will not be accomplished overnight.With the continuous improvement of the relevant legal system and norms,the continuous improvement of enterprises' awareness of them,and the continuous improvement of management means,pollutant discharge permit can play its role in the management environment.There are 4 figures,3table and 50 references in this paper.
