The Study On Network Environment Protection Governance Strategy

The clean and environmental-friendly production of the chemical industry is the key to sustainable development of it,is the necessary requirement for the growing needs of people for better life,and is the only way for our country to promote the construction of ecological civilization,build the beautiful country and bring about a great rejuvenation of the Chinese nation.Recently,because of the environment mismanagement,serious pollution accidents happened frequently.Traditional government and market management model are facing with tremendous pressure from the public;the management model cannot suit our basic national conditions.The chemical industry environment management model based on network governance provides new ways of thinking for both the change of the government character and the reform of the management system.The economic development of Tianjin depends too much on the chemical industry,but the governance level cannot meet the speed and the scale of the chemistry industry.Thus,a serious environmental problems have been caused.Taking Tianjin chemical industry as an example,using both the theory research method and practice research method,this passage finds out the phenomenon and the reasons of the Tianjin chemical industry environment protection management,and comes up with the network governance model which suits Tianjin local chemical industry.This thesis puts forward some improvement measures for government,enterprise,social organization and public.Improving the network governance standard is the best way to change the status quo of the chemical industry.Handling the network relationship among government,enterprise,public correctly and managing generally from these three aspects are the important starting points for strengthening the network management construction.The government department must enforce the law strictly,act initiatively;enterprise must implement its main body responsibility;social organizations and public must participate environment protection activity.Only through the concerted efforts by all the social members can the environment protection activity be carried out effectively.
