Research On The Owner’s Control Of The Consultant During Construction Period Of Overseas Chemical Park Under IPMT Mode

In the process of Chinese enterprises going out as “owner” and building overseas parks,Under the normal IPMT mode,How the owner can achieve the effective control of the consultant during the construction period to realize the smooth operation as scheduled,It has important research significance.Focusing on the control objectives of “controllable processes,clear rights and responsibilities,and efficient cooperation”,this study systematically analyzes the control of the overseas chemical park construction period from the level of job responsibility.The author screens and confirms the job responsibilities that need to be controlled through literature browsing,data collection and comparative analysis.and finally selects and summarizes them into 8 categories of 40 job responsibilities from the list of 92 job responsibilities as the basis for further analysis.Focusing on the issue of “unclear rights and responsibilities” that should be solved by the appropriate control measures,the author defines the “leading role” which should be clearly identified.Focusing on the principle that control measures should be practical,the author draws on the relevant research results of the formal control mechanism in corporate governance theory and divides the control measures into six categories: process learning,process supervision,process control and result learning,results monitoring,and result control based on the degree of control.Through semi-structured interviews,the author concludes four influencing factors: the owner’s ability,the consultant’s ability,the importance of the construction period and the future talent needs.Based on the four influencing factors,the author verifies the comprehensiveness and effectiveness of the influencing factors combining with the identification of control measures by questionnaires,which proves the organic unification of the whole research results.The significance of this study is: In theory,the study introduces the theory of formal control into the definition and classification of the control measures.The four influencing factors enrich the theoretical content.In practice,this study provides a way to conduct rational analysis and propose effective control measures through systematic analysis of control content,control measures and influencing factors.This has certain guiding significance for the follow-up “going out” Chinese enterprises to achieve more efficient management and control objectives.
