Study On Vehicle Polluyion Control In Zhangjiagang City

Vehicle pollution,especially vehicle exhaust pollution,has become an important source of air pollution in China,and is an important cause of haze and photochemical smog pollution.With the economic development of Zhangjiagang City,the number of motor vehicles in Zhangjiagang City is also increasing year by year.The citizens enjoy the convenience of motor vehicle traffic,but also passively bear the pollution of motor vehicle exhaust on the ecological environment and the threat to health.Data in 2019 show that the total number of vehicles in Zhangjiagang City reaches 480000,with an average annual growth of 15%.Among them,there are 420000 minibuses,accounting for 87.5% of the total.According to the statistical data of Zhangjiagang Jingang inspection station,about 20% of the motor vehicle exhaust emissions in the city exceed the standard,and the motor vehicle pollution accounts for about 20% ~ 30% of the air pollution.The motor vehicle pollution control in Zhangjiagang is imminent.This paper wants to put forward specific measures to improve the motor vehicle pollution control in Zhangjiagang City and protect the atmospheric environment.This paper studies the current situation of vehicle pollution control in Zhangjiagang City by using the method of literature research.Based on the collection and reference of relevant policies of vehicle exhaust emission in Zhangjiagang City,it lists various measures of vehicle pollution control in Zhangjiagang City.Through interviews with the traffic police brigade and the Environmental Protection Bureau of Zhangjiagang City,the author interviewed the relevant persons in charge,understood the problems existing in the motor vehicle pollution control of Zhangjiagang City and analyzed the reasons.The research shows that: at present,there are problems in the motor vehicle emission management team and system construction of Zhangjiagang City,the responsibilities of the motor vehicle emission management department are unclear,and the rules and regulations are imperfect The ability of governance institutions is insufficient and the means of governance is backward.In addition,problems such as unreasonable traffic planning,low traffic efficiency,and inadequate publicity of motor vehicle pollution control need to be solved.In order to further control motor vehicle pollution in Zhangjiagang City,it is necessary for the government to control and strengthen policy guidance at the same time.The specific countermeasures and suggestions are as follows: first,strengthen the construction of the management team and management system of motor vehicle pollution prevention and control,clarify the division of responsibilities of the management organization,and improve the rules and regulations of motor vehicle pollution control.In combination with the theory of public governance,we should strengthen the coordinated governance of the government,conduct comprehensive governance through multiple channels,carry out regional joint prevention and control,and jointly enforce the law.The second is to enhance the ability of governance,strengthen the means of governance,and improve the specific measures of current governance.Third,we should strengthen publicity and guide citizens to participate in prevention and control.Based on the theory of multiple governance,the government needs to give support and education to all kinds of environmental non-governmental organizations and guide them.Create a series of favorable living conditions for environmental protection NGOs,pay more attention to publicity,mobilize the public to participate in vehicle pollution control,and better solve environmental problems.Fourth,reasonably plan the transportation system and implement unimpeded projects.Combine the construction of intelligent transportation with the treatment of vehicle pollution,make full use of the "intelligent transportation" system,and build a "environmental protection,comfort and high efficiency" intelligent transportation system,so as to improve the level of traffic management,enhance the efficiency of peers and transportation,reduce energy consumption,and effectively alleviate the current situation of vehicle pollution in Zhangjiagang City.
