Research On The Improvement Of Legal System Of Vehicle Exhaust Pollution Prevention And Control In China

Air pollution is a major and difficult issue in China's current environment.Among them,the prevention and control of motor vehicle exhaust pollution is an important area and content of air quality improvement.Due to the rapid development of urbanization and economy in China,the public's demand for motor vehicles depends on the degree of demand,which is accompanied by the use of fuel for motor vehicles and the consequences of serious air pollution.Compared with some foreign developed countries,China's legal research on the prevention and control of vehicle exhaust pollution has started relatively late.There is still much room for improvement in the legal system and related systems.Therefore,it is not only the legal issue of the study on the prevention and control of motor vehicle exhaust pollution in China.It is of great significance and value to solve the necessary process of our country's current atmospheric environmental quality issues,and to further perfect our country's legal development of social development.The relevant legal norms for the prevention and control of vehicle exhaust pollution mainly focus on the environmental protection law,the air pollution prevention law,the energy law,the urban and rural planning law,the road traffic safety law,etc.,including a large number of standard legal documents,such as standard setting,supervision and management,etc.At the level of legal system design,it includes the system of vehicle exhaust detection and maintenance from new production to use,elimination of motor vehicles,motor vehicle recall system,fuel standard system,road planning system and other basic systems.The tax subsidy system of economic regulation,the regulation system of government responsibility in the overall management and control of "car,oil and road",the system of enterprise responsibility and the guarantee system of technical norms.The prevention and control of vehicle exhaust pollution is a combination of them.However,in practical practice,there are some defects and imperfections in these systems,which need to be improved,such as the poor operability of the regulations,the unsound management system of the government,the undefined related responsibilities,and the lack of institutional guarantee for technical innovation.Therefore,this article is through the practice.In order to reduce the emission of vehicle exhaust pollution and improve the quality of the atmosphere,the feasibility of the system design is proposed.
