Current Situation And Evaluation Of Environmental Performance Management In Coal Mining Enterprises

At present,the Chinese government attaches great importance to energy conservation,low carbon emission reduction,and environmental protection of coal mining enterprises.Although China’s coal industry is a serious disaster area of national environmental resources protection,there is a close relationship between coal mining enterprises and the development of national economy.Its "high pollution,high energy consumption" national economic characteristics also lead to its environmental problems become the biggest bottleneck and difficult problem restricting the development and reform of the national economy of coal mining enterprises.Therefore,it is necessary to establish a sound environmental and economic performance evaluation.It is very important to guide the implementation of environmental economic performance evaluation system for each coal mine enterprise.In addition,the environmental performance evaluation mechanism can enable stakeholders and enterprises to timely collect more environmental and economic related information about the investment of coal mining enterprises,and environmental protection departments can get more environmental and economic information data and policy support when investigating and supervising the environmental pollution problems of coal mining enterprises,so as to improve the awareness of environmental protection responsibility of coal mining enterprises and eliminate consumption The extensive development pattern of high energy and high pollution should be transformed and upgraded to the development direction of environment-friendly and resource-saving.This paper studies and analyzes the current situation of environmental management performance of Ningtiaota Coal Mine and its surrounding coal mine enterprises.Aiming at the problems found in the evaluation of enterprise environmental performance,the environmental performance evaluation system is customized and established.The evaluation index is scientifically and reasonably tested by the simple and easy to implement environmental performance evaluation method,so as to ensure the smooth implementation of environmental performance evaluation of Ningtiaota Coal Mine and its similar enterprises The reference basis is provided.The main results are as follows1.The main outstanding problems existing in the performance evaluation of environmental management in Ningtiaota Coal Mine are mainly reflected in:(1)the coverage of the main indicators of performance evaluation is not comprehensive,and there is a lack of performance evaluation indicators such as the operation type of business environment reflecting the reality of coal mining enterprises and the important impact on the internal environment of enterprises.As the current performance evaluation standards are not unified,from the perspective of internal management of coal mining enterprises,from the perspective of enterprise internal environment and interest demands,the invisible performance of enterprise internal environmental protection performance management can’t be fully reflected.(2)The enthusiasm of participants in environmental protection and performance management of coal mine enterprises is not strong,and the relevant performance evaluation indicators are also lack of practical operability.Although the performance evaluation system,standards and performance evaluation system are constantly improved and improved,the relevant performance evaluation work of coal mining enterprises is still simply staying on the relevant documents,which has not been effectively promoted and established in practice.(3)The information disclosure mechanism of environmental protection performance of coal mining enterprises is not perfect.Less than 50% of the environmental protection performance management information is directly disclosed to the outside,and most of them are disclosed by qualitative description.2.Constructed the performance evaluation index system of environmental management of Ningtiaota Coal Mine.In this paper,using AHP analytic hierarchy process,taking the construction of environmental performance system of Ningtiaota Coal Mine Enterprise as the top level target layer,taking the environmental protection financial management dimension,stakeholder dimension,internal environmental management dimension and innovation and learning as the middle level index layer,according to the analysis of the middle level index layer,the environmental capital ratio,environmental protection cost,environmental economic benefits,environmental protection project subsidies,environmental protection project subsidies,environmental protection cost,environmental economic benefits,environmental protection project subsidies,environmental protection cost,internal environmental management dimension and innovation and learning dimensions are the middle level indicators The target system is composed of three waste discharge compliance rate,environmental information disclosure,environmental protection honorary title,environmental protection equipment operation rate,energy consumption per unit output value,recovery rate of coal area,comprehensive utilization rate of waste water,environmental protection concept and policy,construction of environmental management system,investment in environmental protection research and development,and environmental protection training rate.The component judgment matrix is used to obtain the comprehensive weight coefficient of the corresponding index.It provides scientific decision-making basis for environmental protection management of coal mining enterprises.3.The newly established environmental performance evaluation system is applied to the Ningtiaota Coal Mine Enterprise.It is found that if the enterprise wants to effectively improve the environmental performance level,it must focus on the environmental protection financial investment and internal environmental management dimension in four dimensions,continuously improve the internal management ability,optimize the production technology,especially increase the investment in human resources and capital.It is suggested to introduce environmental protection new technology,improve the ability of management personnel to apply environmental protection equipment,promote the green economic development strategy of enterprises,carry out green mining,and improve environmental protection benefits.At the same time,enterprises also need to strengthen the awareness of environmental protection,use the channels of innovative economic development mode to increase the environmental benefits of enterprises,continuously optimize the environmental performance evaluation system of enterprises,standardize the disclosure of environmental information,and stimulate the enthusiasm of management at all levels for environmental performance evaluation.
