Research On The Problems And Countermeasures In The Handling Of Government NIMBY Conflicts

City is the result of the evolution of human civilization.One of the problems that we have to deal with is the convenience of urban construction.At present,among more than 600 large and medium-sized cities in China,nearly 400 cities are facing the problem of "garbage besieged city".One quarter of the city's garbage has no place to stack,so the construction of waste transfer station is imminent.As a kind of NIMBY facilities,the construction of garbage transfer will inevitably cause NIMBY conflicts.How to deal with NIMBY conflicts has become a problem that government managers have to think about.This paper focuses on the problems and causes of the government's disposal of NIMBY conflicts caused by the construction of refuse transfer stations,and takes the construction of garbage transfer stations in Jing'an District of Shanghai as a typical case,and draws on the successful experience of foreign governments in dealing with NIMBY conflicts,and puts forward corresponding countermeasures and suggestions for the government of China to deal with NIMBY conflicts.The first chapter is the introduction,which mainly discusses the research background and significance,research content and methods of this topic.Combined with the research status at home and abroad,it briefly describes the research situation of government disposal in NIMBY conflict.The second chapter defines the basic concepts of NIMBY conflict and NIMBY facilities,introduces the collective action theory,social gathering theory and 4R crisis management theory,which provides the basis for the research on countermeasures and suggestions of government NIMBY conflict management.The third chapter reviews theprocess of the NIMBY conflict in the garbage transfer station in Jing' an District of Shanghai,and analyzes the problems in the process of government NIMBY conflict disposal,and analyzes the causes of the problems.The fourth chapter summarizes the experience of foreign governments in dealing with NIMBY conflicts,which is worth learning in our country.In the last chapter,based on the causes and experience of the problems,the paper puts forward corresponding countermeasures and suggestions.
