Organizational structure is to determine the overall structure of enterprise management hierarchy and internal functional departments.Whether it is set reasonably and scientifically determines if the enterprise can continue to develop healthily and stably in the future.With the state and Yunnan Province promoting a new round of power system reform,coal-fired power enterprises must timely optimize their organizational structure according to the changes of internal and external influencing factors,so as to adapt to the needs of industry,market environment and enterprise internal reform and development.The main purpose of the optimization of enterprise organizational structure is to support the realization of enterprise strategy,promote the enterprise to be market-oriented,and lay a solid foundation for the efficient management of enterprises.Therefore,no matter from the perspective of practice verification or from the perspective of theoretical exploration,optimizing the organizational structure of an enterprise is the only way for the development of an enterprise.The research object of this paper is Yunnan w coal and electricity company(hereinafter referred to as "W company")established in 2005.It mainly invests in the coal mine and electricity project investment and operation management of Weixin coal and electricity integration project in Zhaotong City,Yunnan Province.The organizational structure of W company has evolved several times.At present,the management mode of "head office branch" similar to holding type organization structure is adopted,but after years of practice and application,many problems have been highlighted.Due to the influence of internal and external environmental factors,W company mainly shows long management chain,poor horizontal communication,unclear department functions and responsibilities,inefficient allocation of human,financial and material resources,which seriously affects the smooth realization ofcorporate strategic objectives and long-term stable and healthy development.In view of this,this paper from the organizational structure related theory as the breakthrough point,W company as the research object,using the literature analysis method,questionnaire survey method and experience summary method to analyze and study its organizational structure problems.At the same time,through the W company management level,management process,functional department setting,function responsibility optimization design,so as to reduce the management level and increase the management span Finally,the optimization scheme of linear functional organizational structure is formed,and the highly integrated management and control of Weixin coal and electricity integration project is realized.This paper has a good theoretical innovation and practical significance for the coal and electricity integration project enterprises in the organizational structure optimization design and coal electricity energy state-owned enterprises in the construction of Party building,human resource management,financial management,planning and operation management and other aspects of integrated management and control.
