The "Twelfth Five-Year Plan" stated that we need to establish a sound basic public service system.During the era of knowledge explosion,carrying the important educational function,basic education public service is now getting increasing attention from government and people.But China has run in a stage of high-speed urbanized advancement.Urban population is ever increasing,and the structure and distribution of people is ever changing.As an important part of basic public service,the spatial distribution of basic education service is facing great pressure.So we need to research on the rationality of spatial distribution of basic educational facilities.It can not only adapt to the change of city and the people's need better,but also increase the efficiency of educational service.This study chose Panyu District in Guangzhou City as the study area which was urbanizing fast,and the spatial distribution of public primary schools as research object.Previous rationality research on spatial distribution of basic educational facilities focus on two main criterions: Whether school place is in balance with the regional demand or not,and whether schools have good accessibility.Therefore this research analyzed the spatial distribution of schools from three angles:1?In the research on population distribution,this study calculated the school-age population based on age structure,and spatialized the school-age population based on the distribution of residential area;2?In the research on influence,this study divided scope of influence using weighted Voronoi model with the number of classes as weight.Then analyzed whether primary school-age populations within the affected areas are in balance with the enrollment amount of schools;3?In the research on accessibility,this study got walking distance between schools and surrounding places using Turn-By-Turn function of “Baidu Map”.Then calculated the reachable time using pupils' walking speed.At last calculated accessible area,using the spatial interpolation analysis in GIS analysis methods.And analyzed whether the reachable ranges are in harmony with the residential.The result showed that: In some places,school places were not in balance with the school-age population in scope of influence.These places concentrated in center and outskirt of city,such as Shiqiao,Luopu Street.And in the suburbs of Panyu,such as Hualong,Shilou Town,accessible area of primary schools could not cover the residential area well.In order to solve these problems of spatial distribution of primary schools,this study put forward optimizing suggestions: adjusting enrollment amount and enlarging accessible area of primary schools.In term of distribution planning perspective,study made suggestions from three angles: population,land use planning,site selection of schools.This may provide a reference for the optimization and reasonably planning of the spatial distribution of basic educational facilities.
