Research On Evaluation And Promotion Of Technological Innovation Ability Of Automobile Industry In Liaoning Province

As an old industrial base,Liaoning province has a good foundation of automobile industry,and its automobile industry has become one of the pillar industries of the province’s national economy.At the same time,Liaoning province has a relatively complete automobile industry chain and automobile product series,taking the leading enterprises as the core of the automobile industry cluster initially formed.Although the Liaoning automobile industry after nearly half a century of rapid development,industrial scale has grown,but under the environment that the national automobile industry technological innovation ability is not strong,its technological innovation ability is bound to unsatisfactory,and compared with the advanced provinces in China,there is a big gap in the technological innovation ability of the automobile industry.In order to maintain the healthy and rapid development and enhance the competitiveness of Liaoning automobile industry,it is necessary to enhance the ability of technological innovation.This paper aims to evaluate the technological innovation ability of the automobile industry in Liaoning province,and give the promotion countermeasures.Firstly,this paper makes a literature review of the relevant theories;then,the evaluation model of industrial technology innovation ability is constructed,and the evaluation index system of industrial technology innovation ability is designed from the four aspects of technological innovation basic ability,technological innovation resource investment ability,technological innovation output ability and technological innovation environment,and its evaluation method is also determined;and then,the principal component analysis is used to evaluate the technological innovation ability of the automobile industry of China’s 22 key provinces and cities in automobile industry including Liaoning province,and calculating the final score of the technological innovation ability of each automobile industry in each province and giving rankings,and compared the technological innovation ability of the automobile industry in Liaoning province with the other 21 provinces and cities in China,so as to find the problems and shortcomings in the development of the automobile industry in Liaoning province;finally,based on the evaluation results,the paper puts forward the countermeasures to promote the technological innovation ability of automobile industry in Liaoning province.This paper draw conclusion from the final evaluation result,the technological innovation ability of the automobile industry in Liaoning province ranked 11^th in the China’s 22 key provinces and cities in automobile industry,and ranked in the upper and middle reaches in China.Based on the evaluation results,this paper analyzes the problems in development process of the technological innovation ability of the automobile industry in Liaoning province from the aspects of the institutional mechanism of independent technological innovation,the quality of R&D personnel,the proportion of R&D institutions,the establishment of patent output,the government support policies and the awareness of industrial innovation.Finally,this paper puts forward the countermeasures to improve the technological innovation ability of the automobile industry in Liaoning province from seven aspects:including promoting the industrialization of automobile industry,accelerating the cooperation of enterprises,universities,research and development institutions,and the government promotes and supports the technological innovation of automobile industry.
