Research On The Construction Of Urban Governance Oriented Spatial Planning Compiling System In Xiamen City

This paper begins with the analysis of the concept of urban governance and spatial planning system,comprehensive reviews of domestic and foreign research progress and trends,depth analysis of the status quo and problems of the spatial planning system in China;Secondly,based on the theory of urban governance,clears the relationship between urban gpvernance and spatial planning system,and selects three developed countries,such as Britain,Holland and Japan,as well as Guangzhou and Shenzhen to conduct an empirical study on the two cities,to discuss the governance orientation in the evolution of their space planning compiling system;Thirdly,taking Xiamen as the main case,analyzes in detail the construction method and the application effect of the spatial compiling planning system for urban governance,and comments on the existing problems and puts forward some improvement ideas;Finally,on the basis of the above research,puts forward the construction principle and construction method of spatial planning compiling system for the urban governance.This study holds that the construction of the spatial planning compiling system for the city's governance should put forward the problem and the goal as the guidance;Strengthen top-level design,strategic planning of urban development;Learn from foreign advanced experience,summed up the practice of local innovation,go Chinese characteristic way;And to coordinate the government,market and society three governance subjects,realizing participation,change the common governance idea.The paper puts forward to construct the strategic of spatial developmental planning,overall planning for the upper and lower levels.The framework of spatial planning system is constructed from two aspects of spatial sequence and time series,The spatial sequence is divided into three levels:City,district and unit,divided into four levels:Strategic Planning-Space Comprehensive Planning-Special Planning-Implementation planning;In time series,this paper puts forward "Strategic planning-Recent construction plan-Annual implementation plan" planning and scheduling.In addition,in order to ensure the smooth progress of planning,proposed to set up the regulatory agency of spatial planning,establish planning coordination and feedback mechanism;Relying on Information Technology,establish a comprehensive imanagement platform to lead the city development;Accelerate the development of relevant laws and regulations,modify and repeal,and promote the legal management and other supporting mechanisms.
