A New Way To Improve The Compiling Methods Of Regulatory Detailed Planning——the Perspective Of Community Planning

Accompanied by the transformation of socio-economic system, the unsuitability of regulatory detailed planning exposes gradually in the process of urban construction, such as, the humanistic concerns in regulatory detailed planning is not enough, social group leads a vulnerable position during compiling compared with the market and government, social needs is difficult to be reflected in the compilation. Community planning, however, proceeding from the fundamental human needs, reflects a concept from bottom to top,which makes up for the lack of regulatory detailed planning to some extent. By putting the theories and methods of community planning into plan system, on the one hand, it is able to expand research perspective and explore new methods, on the other hand, humanistic concerns is brought about in regulatory detailed planning, highlighting its public policy attributes.First of all, based on the reality of the lack of social rationality and technical rationality in the current regulatory detailed planning and the analysis of the theories and methods of community planning, this paper holds that it should be prepared to meet the demand of social and technical rationality in regulatory detailed planning and it is beneficial make regulatory detailed planning move towards the direction of humanities with the investigation of the purpose and significance, methods and content and essential characteristics under the perspective of community planning. Putting community planning into regulatory detailed planning exists feasibility.Secondly, it studies technical improvements of regulatory detailed planning from4levels, including the preliminary investigation, blocks divided, optimization of control index system, public service facilities, by taking Urban Regulatory Detailed Planning Formulation Ordinance of Anhui Province as an example and investigate organizational improvements of regulatory detailed planning from3levels, including organizing common formulating subject, decision-making and preparation process by taking regulatory detailed planning of the unit in the south of Bengbu City as an example.Finally, it obtains some new features of regulatory detailed planning, which based on the perspective of community planning, by comparison with traditional regulatory detailed planning, such as highlighting social significance on the purpose and significance, balancing the three forces, including market forces, government forces and social forces, on the control method, conducive to the manifestation of the social connotations in indicators control content, building fair coordination platform to realize public interest in the essential characteristics, conducive to technically scientific improvement in the preparation of regulatory detailed planning, and benefit to make regulatory detailed planning move towards scientific and democratization process.The article focuses on the introduction of a new theoretical perspective, only proposed tentative responses in guiding practice, and to be the test of practice. I hope that these results can be theoretical basis for further research in this field, and play some inspiration and reference for the future improvement of the regulatory detailed planning.
