A Study On Modern Wuhan Urban Planning System

The article's research theme is modern Wuhan urban planning system, the main contents including the system established procedures, established institutions, formulated legislations and the influence of the urban space and so on. The focal point is the history of modern Wuhan urban planning system and spatial governance in modern times in Wuhan, and the influence exerted by each urban planning systems and statutes of urban spaces.According to city transformation and urban development of modern Wuhan,following evolution of urban planning system, the article divides modern Wuhan urban planning system into 4 levels:concession planning system establishing and government special agency founding (1861-1911),local self-government and urban planning awareness arose (1911-1926),urban residents participation and urban planning system scientific practicing (1926-1938),postwar reconstruction and the regional planning last briefly (1938-1949)Secondly, the article divides into 3 levels to analyze the effects of urban planning system to urban space.The first level is city level, such as land regionalization and classification of land; the second is block, such as design of road and park; the third is building, such as height limit and detail designing principle. The research methods include archives collected, regulations analyzed, analyzed with examples and so on. In order to thoroughly analyze the practical effect, the article has take example of Lifen House in Hankou. This part will comparisons the sources of Lifen House, clearing the ways of introduction, and finds the motivation in the background.Findings are as the followings:a) the evolution of modern Wuhan urban planning system is from utensil to system to spirit, which is similar to modern China cultural transformation. And its development model is affected by the evolution of urban space, expanding from By-laws to special, from road to building to city, from section to region, from very few cities to the whole country.b) By making an analysis of the similarities and differences between the urban planning system of Lifen Housing in Hankou and Shanghai Lilong, the article sums up that, local self-government and local legislative could promote local regulations'established and geographical constructive. At the same time, as active and partial regulating, the process of localization is completed in the short-term.c) Different cultural factors evolved varied characteristic of modern Wuhan urban planning system, such as complex, advanced and so on. Besides, a turbulent social situation leads to most urban planning regulations unpractical and coming to a premature end, which cause city disorder.Based on the practical survey on modern Wuhan urban planning system, comparison urban planning in the new times, the article has summed up several recommendations and expectations, which could be used for reference for the future of Wuhan.
