| As the upper reaches of the entire industrial system industry,the power industry plays a fundamental role in the establishment and healthy operation of the entire industrial system.It is precisely because of the important role of the power industry in the economy,the government has carried out a series of reforms in the power industry,trying to straighten out the pricing mechanism in the power industry and promoting the marketization process of the power industry.It is precisely because every decision made by the government on the power reform will have a profound impact on the entire industrial system.This paper will study the changes that have taken place in the power industry since the formulation of the "Power System Reform Plan" in 2002 and propose policy recommendations on the healthy development of the power industry.This article analyzes the power industry's industry system,industry structure,corporate behavior,and industry performance through the ISCP analysis paradigm.The study of the system,structure,and behavior describes the competitive landscape of the electric power industry and discusses the operating mechanism of the electric power industry.In the aspect of industry performance,the industry data of China's electricity operation from 2002 to 2014 was studied.Through the establishment of the time series function of the demand of the power industry,the industry performance of each operation segment of the power industry was determined.Through the analysis of metering data,we conclude that the power generation link increases consumer surplus,transmission and distribution links reduce consumer surplus,and overall increase consumer surplus.After the end of the ISCP analysis,in accordance with the principles of the power industry operation mechanism disclosed in this paper,we will profoundly interpret the contents of the new power system reform plan in 2015,and put forward policy recommendations on the marketization of the power industry. |
