Airport Emergency Rescue Resource Capability And Its Influencing Factors

The airport's emergency resources are the basis and prerequisite for airport emergency management,and are important guarantee conditions for reducing the probability of accidents and the severity of consequences and improving the efficiency of airport operations.Due to the uneven levels of emergency resource management at airports of different scales in China,during the emergency response process,it was shown that emergency equipment and facilities could not be used normally,emergency personnel were unprofessional,and the resident units did not coordinate well with each other.Based on the relevant domestic and foreign literature,this article combines the actual situation of airport emergency management in China,and uses scenario analysis to analyze the emergency rescue resource capacity requirements in the context of a major airport emergency.Based on the literature theory and the experience of experts,the factors that may affect the ability of airport emergency rescue resources are selected,the latent variables and observed variables are determined,and the structural equation model of airport emergency rescue resource capability is established.Design,issue and collect questionnaires,analyze data,and conduct empirical analysis of the model.The main conclusions of this article include :(1)Conceptual definition of airport emergency rescue resources and capabilities.(2)Combine the emergency rescue resources for civil airports in seven categories,including firefighting,medical rescue,public security alert,moving equipment,deicing and snow equipment,ground service,and anti-explosive and detonation(3)After a theoretical model Empirical tests prove that the emergency plan,supporting support forces,emergency organization system,emergency education,training,and drills all play a positive role in airport emergency rescue resource capabilities.(4)Several suggestions are given to improve the airport's emergency rescue resources: Improve the effectiveness,completeness and feasibility of emergency plans;Increase the importance of supporting forces to improve airport emergency rescue resources;The construction of the organization system will improve the importance of personnel at all levels of the airport in the normalized emergency response;and vigorously carry out activities in response to emergencies,public education,training and drills.
