Evaluation On The Service Capability Of Conventional Public Transport Based On Grounded Theory And VIKOR Multi-criteria Decision Making Method

With the increasingly serious traffic jams and increasing awareness on energy conservation and environmental protection among residents,public transportation is being increasingly recognized,and large cities have begun to develop cities under the guidance of public transportation.As an important branch of public transportation,the most basic requirement for conventional public transport is to meet the travel needs of urban residents.The service capability is the ability of public transport companies to provide travel services for urban residents,and it is the basis for their survival and development.Under this background,it is particularly important to evaluate the service capability of conventional public transport from the perspective of public transport companies.Firstly,through in-depth analysis of public transport system,public transport,and conventional public transport,the paper sets conventional public transport as research object and summarizes its advantages and disadvantages by comparing with rail transit and taxi.Finding out the differences between service capability,service quality,and service level through three aspects including concept definition,connotation factors,and measurement standards.On this basis,it continues summarizing the factors which influence service capability of conventional public transport mainly,then analyzing the status about conventional public transport service capability in China briefly.Secondly,this paper obtains evaluation indices of service capability based on the grounded theory and the in-depth interview method,then a evaluation index system is established;the index weights are determined by transforming the expert linguistic variables into triangular fuzzy numbers;the rankings of the evaluation objects are ranked by VOKOR multi-criteria decision making method,as for those evaluation objects which cannot meet the method constraints,their rankings are confirmed according to the improved grey relational analysis.Finally,a comprehensive evaluation model combining VOKOR and the improved grey relational analysis method was established.Finally,this paper chooses service capability of conventional public transport in Chongqing,Beijing,and Shenzhen to examine the evaluation index system andcomprehensive evaluation model,and draw a conclusion that service capability of conventional public transport in Shenzhen is slightly better than that in Beijing and the two are significantly better than that in Chongqing.According to the results of the evaluation and actual situation,this paper gives some suggestions to improve the service capability of conventional public transport in Chongqing.In short,from the perspective of bus companies,this paper establishes a scientific index system based on four criteria: operation scheduling,bus vehicles,site setting,and route conditions,uses a comprehensive model to evaluate the selected research object,and then gives solutions which have certain reference significance for improving the service capability of conventional public transport.
