Research On Risk Identification And Sharing Of PPP Project In Water Conservancy Infrastructure

The water conservancy infrastructure is closely related to the economic development of the country and the construction of the people's livelihood.In recent years,China has made a series of great achievements in the field of water conservancy infrastructure construction.However,from the overall scale and level,there is still a big gap between the demand for rapid development and the economic and social development.The construction of water conservancy infrastructure is also facing the problems of insufficient funds,low utilization of resources and inadequate management.The use of the PPP model can effectively improve the quality and efficiency of water conservancy infrastructure construction,but because of the complexity of PPP mode and water conservancy infrastructure projects,leading to the existence of many risks in the process of project,so risk management has become a key factor of water conservancy infrastructure PPP project success.Based on the combination of theoretical analysis and empirical analysis,this paper analyzes the risk management of water infrastructure PPP project,and focuses on risk identification and sharing.First,combined with the related theoretical research and the characteristics of PPP project of water conservancy infrastructure,this paper analyzes the causes of risks,classifies and summarizes potential risks by making inventory.Then,through game risk model,this paper discusses the relationship between the main risk management entities.The two principles of optimal risk sharing are obtained.That is the principle that risk is controlled by the most controlling party and the principle of risk sharing is matched with the gains obtained.On the basis of this,the basic framework of risk sharing is set up,the process of risk sharing and the supporting mechanism to be implemented are pointed out.In the empirical research part,taking the specific PPP project of water conservancy infrastructure as an example,this paper analyze its operation form,key risk factors and risk sharing plan,and discuss the rationality of risk sharing model and mechanism in theory.Finally,from the aspects of government and social capital,the paper puts forward some suggestions to deal with the risk of water infrastructure PPP project,hoping to have a positive impact on the practice of PPP mode in water conservancy infrastructure projects.
