Water conservancy is not only the indispensable condition for the construction of traditional agriculture in China,but also the basic support for social stability in China and an important guarantee for the development of China's national economy.In January 2011,China's Central No.1 document issued clear instructions for the entire society and the entire party organization to promote the construction of water conservancy projects.However,for water conservancy projects,the demand for infrastructure projects and the demand for funds are very large,which makes it necessary to introduce the PPP model in the water conservancy project infrastructure construction project.This paper uses the literature survey analysis method,individual case study analysis method,and analytic hierarchy process to study the case study of Lijiayan Reservoir PPP project.The research results of this paper have the following three points:This paper determines the risk assessment index of Lijiayan Reservoir,and establishes a risk assessment system by using the analytic hierarchy process.It is finally determined that the most significant impact among various types of risks is the risk of financing cost changes.Through the analysis of the risk indicators and the construction of the evaluation system,this paper proposes risk prevention measures one by one for the analysis of a series of risk problems,and has a clear response to the possible risks of the Lijiayan Reservoir project.The literature has deep research on urban infrastructure or other infrastructure projects.Due to the particularity of water conservancy projects,the related research has fewer entry points.This paper supplements the research of water conservancy projects and enriches the existing literature.Broaden the research case.
