Under the guidance of economic globalization,china water conservancy and hydropower projects have achieved rapid development.The construction of water conservancy and hydropower projects is related to the quality of people's lives and is also very important to the country's social and economic development.Due to the large scale of investment in the construction of water conservancy and hydropower projects,the complex on-site construction conditions,the long construction period and the large number of participating units,and the risk of accidents caused by external factors during the construction process,the water conservancy and hydropower projects suffer losses.Thus,the level of project risk management is critical to the timely completion and smooth delivery of water conservancy and hydropower projects.This article starts from the construction phase of the M water conservancy project.First,through the expert questionnaire,experts are invited to make preliminary judgments on the types of risks as well as the inportance of risks that may be faced during the construction phase of the M water conservancy project,and to make initial assessment of risk factors.Then the paper uses the group decision characteristic root method to screen the risk types according to the importance of the risk types.As a result,5 types of risks were screened out from 9 types of risks,namely,management risk,earthwork excavation risk,operating environment,masonry operation,and mechanical operation and use risk.Second,according to the risk factor indicators initially identified by experts,through a second investigation,the initially identified risk factors are revised and perfected,and a secondary risk factor indicator system is formed,including 20 secondary risk factors,and at the same time,the secondary risk factors conduct a risk analysis.Third,using the analytic hierarchy process combined with expert scoring,the relative weights of risk indicators and risk factors in the criterion layer and indicator layer are calculated respectively,and the comprehensive weight of the secondary risk factors is obtained.At the same time,combined with the fuzzy comprehensive evaluation,the importance of each risk is evaluated,the type of risks and the risk level of risk factors are determined.Finally,in view of important risks,risk control countermeasures are proposed.The research in this paper improves the level of risk management in the construction phase of the M water conservancy project,avoids some risks,saves part of the cost,and provides a reference for similar projects to carry out risk management.
