Peak-valley Time-of-Use(TOU) price is an effective economic incentive means, through the introduction of different prices at different periods,the power grid side could guide the loads side to adjust the electricity consumption at each period. Reasonable TOU price not only have a good effect of load shifting, but also ensured the generation side,the power grid side and the loads side benefit from it,the implementation effect of it is closely related to the periods division and the electricity price at each period.This paper described the theoretical basis and principles to be obeyed of TOU price. The theory of elasticity of demand in economics was used,the characteristics of self-elasticity and cross elasticity coefficient in the price elasticity matrix were discussed,then the loads side how to response to the price change after TOU price was obtained. According to semi-trapezoidal membership function,the day was divided into three periods, laid the foundation for the implementation of TOU price. This paper discussed the impact of TOU price on the generation side, the power grid side,the loads side, and compared the changes in generation cost and profit before and after TOU price at the generation side, the changes in profit and peak-valley difference at the power grid side,the changes in power purchase cost and the total electricity consumption at the loads side,and analyzed in detail the reasons of the changes.Considering the situation that the generation side reduced in profit after TOU price, this paper extended the model of TOU price.The thermal power units and wind turbines providing power to the loads side and made an adjustment to the pool purchase price of thermal power units at peak and valley periods, therefor the TOU price also made the corresponding adjustment. After considering the price linkage between the generation side and the power grid side, then all participants realized profit optimization. The results show that the proposed model compared with the existing model allowed the parties involved benefit from it,and the effect of load shifting became more favorable.Peak-valley TOU price improved power production efficiency and reduced generation cost, it has a certain significance for practical application.
