The building of power plant and grid is in a dilemma becausethat the periodicity of economic development leads to a phenomenon that power is in shortsupply in a certain period while oversupply in another period.Power Demand Side Management is a method comprehensively using administrative,economic, technical measure to integrally scheme the demand for various kinds of energy,such as electric power, natural gas, heating, cooling, etc. It is an significant method which caneffectively balance the power supply and demand, and promote power resources optimizationallocation, and it is appropriate for our country’s basic conditions, particularly under thesituation of frequently "electricity shortage" at present.Limited by technical level of traditional grid, the development of the Power DemandSide Management is slow at home and abroad. The Smart Grid technology appearing recentlycan effectively solve some problems that Power Demand Side Management faces to improvethe Power Demand Side Management. Therefore, it is very meaningful to research the PowerDemand Side Management under the Smart Grid.This article starts from analyzing the impact of the economy cycle on electric powerconstruction to point out the importance of Power Demand Side Management, thensummarizes the origin, concept, main content, and implementation method of th PowerDemand Side Management. Aiming at the fact that the Power Demand Side Managementdevelops slowly both in developed and developing countries because of the technical levellimit of traditional grid, this article introduces the concept of Smart Grid, points out that thepeculiar advanced technology of Smart Grid could effectively solve some problems PowerDemand Side Management faces to improve Power Demand Side Management.Due to the Peak and Valley Price is core content of the Power Demand Side Management,this article puts forward the existing problems of the Peak and Valley Price policy in Zhaoqingby analyzing the content and implementation of the policy, and comes up with somesuggestions to solve these problems, including the electricity pricing method based on theload demand elasticity and peak and valley periods division method based on hierarchicalclustering, and make an example testify to proving the effectiveness of the peak and valleyperiods division method based on hierarchical clustering.Finally, this article analyzes the Power Demand Side Management policy and its implementation in Zhaoqin, points out the existing problems and puts forward somesuggestions under the Smart Grid. |
