Study On The Aircraft Maintenance Management Improvement Of The General Aviation

General aviation is an important part of transportation industry in our country,for the society offers many public services,such as: disaster relief,emergency rescue,emergency medical treatment,agriculture,forestry and spraying,meteorological observation,Marine monitoring,etc.General aviation in the national economic development and social public service has the unique and irreplaceable role,such as general aviation in the earthquake relief work is not affected by the ground traffic conditions,in the first place to rescue workers,such as medicine,food to the affected areas.The purpose of general aviation maintenance management is to ensure that the general aviation aircraft airworthiness.With the development of general aviation in China,a rapidly increasing number of general aviation aircraft,for general aviation maintenance management level put forward higher requirements.But different levels of our country's general aviation maintenance management personnel,to the general aviation maintenance management level is not yet mature,there is still in the primary stage.How to quickly and effectively improve the level of general aviation maintenance management,has become an important problem facing the general aviation industry.Based on the general aviation maintenance management as the research object,using Taylor's scientific management theory and new public management theory,aimed at solving general aviation maintenance management level is low,the government of general aviation maintenance industry management support the problem of inadequate.In this paper,using depth interview method,questionnaire survey,the method such as fishbone diagram analysis China general aviation maintenance management problems and causes,and through the brainstorming method proposed targeted countermeasures and Suggestions to the related problems,improve the quality of aircraft maintenance,aircraft maintenance cost reduction,speed up the general aviation industry development,makes the general aviation can provide more and better public services for the society.The results of the study are as follows: first of all,this article through the analysis it is concluded that the our country government management and support of general aviation maintenance industry exist the following problems: the government's lack of inspection of general aviation aircraft airworthiness.The government to set rules for general aviation maintenance work of civil aviation regulations is not perfect;Underfunded government of general aviation maintenance industry.On the basis of the theory of new public management countermeasures and Suggestions to these problems,mainly includes: increasing the government's funding of general aviation maintenance,civil aviation civil servants training model,the transformation of the government role transformation,to perfect the content of the civil aviation administrative rules,etc.Through 4 m1 e analysis method,the general aviation maintenance management system is divided into one(maintenance),machine maintenance(tools),material(material),France(maintenance management mechanism),ring(maintenance work environment)five parts,through the depth interview method,questionnaire survey method to understand the problems of general aviation maintenance management,mainly includes: maintenance personnel skill levels,maintenance personnel team spirit is not strong,weak maintenance tools not regular check,excess inventory,supply chain,chain,storage management,maintenance work order card writing quality is low,the maintenance personnel in violation of phenomenon is common and maintenance conditions.General aviation maintenance management system using the method of fishbone diagram analysis of the causes of each part of the problem,mainly includes: lack of maintenance personnel training,maintenance personnel salary is not reasonable and not reasonable planning maintenance tool store,materials procurement mechanism is not reasonable,for repair work environment evaluation in advance.Eliminated by brainstorming to find the countermeasures of these problems mainly include: to strengthen the maintenance personnel training,improve the maintenance personnel salary treatment,improvement of warehouse management,maintenance tools,optimize supply chain procurement mechanism,widen the channel of the supply chain and improve the system maintenance activities,to increase funding for maintenance workers labor protection equipment,etc.
