Research On Management And Maintenance Of Village-level Highway Maintenance Based On New Public Management Theory

At present,in many places,in the construction-management-maintenance system of rural roads,there are still situations such as "rebuilding with less maintenance" and"building on behalf of maintenance".The problems of repeated construction and blind construction of rural roads have not been completely solved,a serious waste of social resources and public finances."three points for construction and seven points for maintenance",management and maintenance is an important support and guarantee for the sustainable and high-quality development of rural roads,it is of great theoretical significance and practical value to do a good job in the study of rural highway maintenance for carrying out the strategy of "rural revitalization" and building the Xiaokang in an all-round wayBased on this,this paper focuses on the rural road management in YingshangCounty,combining the new public management theory,public product theory and government failure theory,by using the methods of investigation,literature,induction,deduction and qualitative analysis,this paper makes a deep research on the thought,mode,method and effect of rural road management in this County.The study found that,at present,Yingshang County still has a series of problems in the management and maintenance of rural roads,such as the weakening of the functions of the government in the management and maintenance,the low quality of the management and maintenance,the unclear main body of the management and maintenance,the insufficient funds for the management and maintenance,the inadequate management of the road administration,the lack of supervision and management in the industry,etc.,the causes of the problems include the imperfect management system,the single source of funds,the unprofessional team building,the ineffective guarantee of the rule of law and the poor awareness of road protection.This paper holds that the government's village-level road maintenance and management should fully integrate the new public management theory and constantly change the rigid road maintenance model in the past,only by scientifically positioning the functions of the government,fully introducing the market mechanism and actively mobilizing the enthusiasm of the masses,can we really do a good job in the maintenance and management of village-levelhigh ways.The framework and main contents of this paper are as follows:Chapter One,Introduction.From the background of topic selection and research significance,research status at home and abroad,the perspective of this study and research methods,etc.,this paper briefly introduces the relevant laws,regulations and policies on the management and maintenance of rural roads in China,and combines the theories of public goods,"government failure" and new public management,in this paper,the problems existing in the management and maintenance of rural highway in China are briefly analyzed.In the third chapter,the management and maintenance status of rural highway in Yingshang County is briefly introduced,from the aspects of government function orientation,function display,management method,work structure,social participation and road protection consciousness,this paper makes an empirical analysis on the problems and causes of Yingshang County in rural road management,from the aspects of promoting the integration of construction,management and maintenance,building professional maintenance teams,giving full play to market mechanisms,innovating management and maintenance ideas and measures,and improving the guarantee of the rule of law,to improve and strengthen Yingshang County Rural Road Management and maintenance work to consider and put forward reasonable countermeasures.
