| Communist Party of China(CPC)has adopted the Proposal of the Outline of China’s Eleventh Five-Year Plan in The Fifth Plenary Session of the 16 th CPC Central Committee in 2015.The Plan put forward a twenty-character principle of "production development,well-off life,rural civilization,clean village and democratic management",to carry out the construction of new socialist countryside comprehensively and effectively.Since then,a series of laws,regulations and policies have been launched by both central and local governments,to reflect on the last round of construction constantly and provide protection for the new rural construction.However,problems can be found everywhere,including applying methods of city planning mechanically,overemphasizing design sketch instead of practical operability and lacking of public participation,which caused ineffectiveness in solving China rural problems when implementing village planning,resulting in the loss of nostalgia.In year of 2017,as a highlight measure in rural new industry development,"rural complex" was written into the central document,which opened a new era for rural development.This essay takes the new pastoralism as the breakthrough point,and makes a deep study of the village planning under the new pastoral concept.The study starts from the current practice of rural construction,focusing on the new pastoralism thoughts and methods of rural complex research.The research focuses on villages in smaller sizes or weaker basic facilities,using literature searching,system analysis,project practice and other technical methods,so as to exploring suitable routes and methods of village planning under the new pastoralism concept,after repeated investigations and comprehensive comparisons.In this paper,a new rural theory combing,in view of the current village planning challenges,such as land use complicated,space layout form simplification,industry development lags behind,landscapes and broken,etc.Analysis,from the direction of modern agricultural industry,rural landscape,rural tourism,based on this puts forward the concept of new rural village planning strategy,the basic train of thought and planning to guide the village in the aspect of space layout,industry development and residential environment can harmonious development.Then,this article through to the chongqing YouYang County ng ka tsuen village planning,empirical analysis,validation under this article explore the new rural villages and path planning method is scientific and reasonable,so as to subsequent similar village planning practice played a guiding role to rethink.Finally,the author summarizes the research methods and planning paths of this paper,and points out the shortcomings of this research. |
