The Research Of Renewable Energy Industry Development Policy In Gui'an New Area Based On SWOT-AHP Analysis

With the continuous development of human society,more and more countries desire developing the renewable energy industry as a major national strategy,which is expected to generate economic growth and provide a steady stream of continuous power for the development of the society.China,as the biggest developing country of the world,is also vigorously developing the renewable energy industry.Gui'an New Area,as national new area,located in the west of China.Because of the special location,the research of renewable energy industry of Gui'an New Area will contribute to make good use of policies of less-developed areas to support the renewable energy industry and promote regional economic growth.This dissertation is to analyse the influence factors,such as advantages,disadvantages,opportunities and threats of developing renewable energy industry in Gui'an new area by SWOT method after analysing the importance of developing renewable energy industry in Gui,an new area in terms of economic benefits,social benefits,ecological environment and energy security.However,because SWOT method is the qualitative analysis method,which can't quantify the priority of the influencing factors.In this assay,AHP analyzing method was used to quantify the influencing factors.The step is to build structural models based on expert surveys,to obtain the weight of influencing factors by using judgement matrix,and carry out the consistency test.After that,the importance ranking was carried out.Finally,the four-quadrant coordinate system analysis was established,and the strategic suggestions were put forward through analysis.The following conclusions are drawn from the dissertation.Firstly,by using SWOT,the internal advantages of the renewable energy industry development in Guian are mainly policy advantages,traffic advantages,ecological advantages and mechanism advantages.The internal disadvantages are high logistics cost,poor business environment,lack of high-end talent and imperfect industrial matching.The external opportunities are historical opportunities rare,to integrate into the national strategy,to share the dividend policy,promote green finance and improve the government system.Secondly,Through the use of AHP to study the weight of factors affecting the development of renewable energy industry in Guian,the internal advantage in first level index has the heaviest influence on the development of renewable energy industry.The second is external opportunity.The external threat has the lightest influence after internal disadvantage.The rank of influencing weights in the second level index has policy advantage,dividend policy,mechanism advantage,traffic advantage and historical opportunity respectively.
